Job Summary Our client is currently seeking for a Project Quality Manager. You will plan and implement the Project Quality Management System (PQMS) activities within the project.
Job Description Plan and ensure the project Quality Control (QC) activities implementation. Report to Company Quality Manager information and data about Project in line with Corporate Guidelines. Act as focal point for quality related matters within the project and in liaison with external entities Tasks. Ensure the definition and implementation of the PQMS and the identification, preparation and distribution of needed Project Quality Plans and procedures in accordance with the Company Quality Management System (QMS). Ensure that the integrity of the Company QMS is maintained when changes are made to the system for the project. Ensure that the correct implementation of the Project QMS is checked and monitored through the planning of quality audits. Ensure that the correct implementation of planned quality audits, taking in account all project processes, including the issue of relevant audit reports. Ensure, within the project organization, the planning of activities aimed at promoting the applicable Contractual Quality Requirements Conduct external audit to Vendors and Subcontractors QMS Ensure, within the project organization, the planning of activities aimed at promoting the applicable Contractual Quality Requirements. Plan and allocate Quality resources to the various area of the project, managing them in liaison with involved Quality functions. Support the Project Manager in relations with the Client and with the Authorities responsible for quality matters. Participates to Project Management meetings, to ensure coordination between Quality activities and Project Management activities. Ensure the preparation and issue of QC specifications for the works, coordinating and agreeing the checks by the Technical Departments and Client. Ensure the issue of quality requirements to be incorporated, in the contractual documents, with Vendors and Subcontractors and organizations in charge of works. Ensure the Site QC activities implementation, including the monitoring of QC management tool updating. Ensure management of nonconformities. Promote appropriate actions in order to prevent or eliminate potential non-conformities and their causes. Ensure the management of Cost of Non-Quality process. Ensure knowledge and awareness of Quality requirements within the Project Team, also performing Quality Training activities. Collect and analyze project quality data also in order to organize and lead the Project Quality Management Review Ensure the management of lessons learned process. Ensure Customer satisfaction process implementation. Report Project information and data to Company's Quality Manager by means of corporate methodologies and tools and keep the Project Quality Reporting tools updated. Skills Required Budgeting and Controlling methodologies: Know how to prepare capital (CAPEX) budget and operating (OPEX) budget proposals. Have clear understanding of Authorization for Expenditure (AFE) activities including AFE procedures, AFE approval, AFE capitalization and AFE close-out. Client management: Capability to interface the Client, managing the contract and the development of the activities. Review and evaluation of contract requirements: Capability to analyze the contract, identifying all requirements related to the specific discipline and ability to evaluate any impact on project activities. Understanding of strategic issues and impact of contract clauses on cost, time and execution plan at the basis of each Bid. Subcontractor/supplier management and control: Knowledge and ability to follow HOSE contractual aspects related to subcontracted activities. Knowledge of sub-contract management. Ability to set and monitor quantities executed and cost for subcontracted activities as per contractual terms. Knowledge of contractual and legal aspects of the operational country. Vessel Safety Management System: Recognizing and applying the company documentation pertaining to the SMS Recognizing the functional requirement of the SMS related to the particular shipboard operations - Recognizing the roles, responsibilities and Interrelations of the maritime regulatory bodies, designated person and the SMS stakeholders. Project coordination and leadership: Capability to define project scope in order to meet the needs and expectations of the interested parties (especially clients and users.). Ability to be guided and oriented to objectives and task accomplishment, producing the agreed end results, within the timeframe and budget required, and within agreed parameters of Risk, HSE, Quality. Ability to being at the same time focused on welfare and health of the workforce. Capability to coordinate and effectively communicate with the team, as well as with other involved departments, actors, and parties. Project resource allocation and workload management: Capability to plan and optimize the resources deployment (people, materials and infrastructure required to carry out project activities) in line with the project time schedule ensuring continuous monitoring and control. Knowledge of how to collect data from available information systems, capability to assess the reliability of these data, and capability to represent the relevant data in a clear way. Continual Improvement: Capability to identify potential improvement initiatives through analysis of the output of Quality improvement tools such as Lessons Learned, Customer Satisfaction, Nonconformities, Cost of non-Quality. Capability to manage improvements actions and tools. Process analysis, redesign methods and develop procedures: Capability to analyze processes and operating methods with the aim of driving improvement in term of time, cost, and quality of the output of the process. Capability to develop procedures relevant to Company processes, in line with Quality System principles and requirements. Project quality activities: Capability to coordinate the project Quality activities through definition and monitoring of implementation by Project team of Project Quality Plan, Quality Control Plans and Project Quality Procedures, guaranteeing compliance with contractual requirements and ISO 9001 Standard. Quality audit activities: Capability to plan, supervise and conduct Quality Audits, and to evaluate findings, ensure the definition and correctness of any necessary corrective actions and assess their implementation. Quality Management System: Knowledge of Quality Management System fundamentals and ISO 9001 standard to correctly approach all quality matters and to manage improvement actions. Capability to integrate all quality-related activities and matters throughout the Company. Capability to master overall quality techniques and methodologies. Quality training: Capability to train personnel about Quality issues and methodologies and to implement training programs. Industry standards (ASTM, ASME, ACI, UPC, AWS, etc.) familiarity: Knowledge of main Industry standards applicable to the specific product, gained through their application during design/installation/construction activities. Quality control activities: Knowledge of quality control principles and responsibilities of roles involved. Capability to apply Quality Control Plans.
