DescriptionJob Title: Procurement Specialist (Buyer)
Salary Range: $16-$18 (Depending on experience)
Work Hours: Full-time, 8 hours a day, 5 days a week, with occasional overtime
Summary:
Under the direction of the Purchasing Manager, the Procurement Specialist oversees agency-wide procurement, contract administration, and purchasing activities. This role involves liaising with internal and external stakeholders, providing technical support, negotiating contracts, and ensuring compliance with regulations.
Requirements:
Bachelor's degree in accounting, Business, Economics, Supply Chain Management, or related field
Preferably certified as a Certified Professional Public Buyer (CPPB) or equivalent
Valid Louisiana Driver's License
Minimum two years of professional procurement experience; certification can substitute for one year
Skills:
Proficient in purchasing methods and procedures
Knowledgeable about purchasing laws and procedures
Familiarity with automated purchasing systems
Strong computer skills, including spreadsheets, databases, and word processing
Excellent analytical and negotiation skills
Exceptional communication and interpersonal skills
Customer service-oriented
Ability to prioritize tasks, meet deadlines, and multitask effectively
Capable of interpreting rules and regulations
Duties:
Review and approve purchase orders
Assist with RFP evaluations and contract negotiations
Coordinate bid processes
Consult with vendors for pricing and availability
Provide guidance to departmental staff on purchasing needs
Administer purchasing programs, such as P-Card
Maintain procurement records and policies
Conduct audits for compliance
Provide training and direction to staff
Physical Demands:
Primarily sedentary, with occasional walking and standing; may involve climbing stairs and lifting up to 25lbs.
Equipment:
Standard office equipment including computer, printer, telephone, fax machine, etc.
