You will be responsible for monitoring and documenting position changes, auditing and evaluating the State Controller's Office (SCO) Position Roster on a monthly basis, coordinating and documenting position and organization changes due to reorganizations.  Under supervision of the Staff Services Manager I, incumbent acts as a staff resource performing position control functions utilizing SAP, State Controller's Office (SCO) applications, MS Office Suite, and Adobe Acrobat.  Within a team environment, provides consultation to department staff for reorganizations, establishing, reclassifying, maintaining the department's vacant and filled positions allocated to the department, completes a variety of complex analytical and technical work in support of administering the Department's payroll and benefits services program and special projects. Participates in analytical studies, gathers and analyze data; consults with a variety of departmental employees and other to give and receive information; prepare reports and make recommendations on procedures, policies and program alternatives. Telework 1-2 days a week may be an option in the near future.

Special Requirements Valid California driver's license as travel may be required to attend meetings, conferences, and training.
Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of and experience performing position control activities, Knowledge of and experience performing personnel and payroll activities; Knowledge and experience with SAP and SCO systems; Knowledge and experience with State and Control Agencies' laws, rules and procedures; Strong interpersonal, analytical, verbal and written communication skills; Experience in providing consultation services; Ability to analyze and collect data, identify problems, and make recommendations.   Detailed knowledge of Human Resources rules and regulations, departmental policies and procedures, and other HR related statues, laws, rules, regulations, and legislation related to personnel, payroll, and benefit programs. Experience as a lead person or trainer, guiding and mentoring lower level staff.   Experience developing or revising training materials and writing policies, procedures, and various announcements. Knowledge and experience with SAP, ACAS, HR Connect, MyCalPERS, and SCO systems. Knowledge and experience performing data analysis and audits. Knowledge and experience administering and managing difficult projects. Maintain a positive and professional work environment. Detail oriented with the ability to multi-task and handle shifting priorities. Demonstrated sense of initiative and effective time management skills to produce quality and timely results. Excellent written and verbal communication skills. Strong organizational skills and work well under pressure. Creative and resourceful problem solver.
