The Oregon Eligibility Partnership (OEP), part of the Oregon Department of Human Services (ODHS), is looking for multiple talented individuals with a passion for public service to apply for our Benefit & Eligibility Software Testing Specialists, Operations & Policy Analyst 1 (OPA1). In this role, you will analyze defect fixes, research design documents, and other resources, write test cases, execute test cases, and communicate/coordinate testing efforts with business partners.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
Essential attributes
We are looking for candidates with:
Advanced knowledge of system functionality, operational procedures, and determining eligibility for one or more of the ONE system programs: SNAP, TANF, ERDC, OSIPM, Non-MAGI Medicaid, and MAGI Medical.
Experience with test case study application in comprehending, carrying out, and carrying out complex test scenarios and results with stakeholders.
A commitment to work with accuracy and multi-task under pressure with tight deadlines.
Skill to collaborate effectively with other team members, subject matter experts, agency personnel and third-party vendors.
A commitment to embrace personal values, experiences, and cultural backgrounds for the purpose to promote a culture of belonging.
Skill in understanding complex system operations and analyzing unexpected system behavior.

Your Duties at a Glance
This position supports the OEP mission by conducting user acceptance testing (UAT) within the ONE system and associated interfaces through research of reported defects, development and execution of test scripts which conform to agency guidelines and regulations and demonstrate system functionality prior to release to the production environment. You will identify and report defects found during the UAT cycle; develop system knowledge to become a subject matter expert resource for testing outcomes; and work both independently and collaboratively with a variety of team peers, leadership, and technical staff and partners.
Oregon Eligibility Partnership- Business Information Services (BIS) specializes in standards and practices of Business Analysis and User Acceptance Testing Services related to Enterprise IT solutions. OEP BIS contributes to the DHS mission and program integrity through the following services:
Provides collaboration and strategic planning with State, Agency, Program and other related business and IT organizations regarding governance, priority and resource management of IT projects and enhancement, as related to State and DHS Business Information Services.
Provides vendor, contract, and budgetary oversight, as directed, for some Enterprise IT projects and operations and maintenance solutions, as defined.
Design and application of Enterprise level business analytic and testing service standards and practices.
Provides centralized Business Analytic support to Enterprise level IT projects and enhancements.
Provides centralized Business Analysis and User Acceptance Testing services for the Oregon Eligibility system.
Provides scalable central BA and UAT model for other IT solutions, as defined.
Collaborates with all other agency Business Support Units (BSUs), Business Information Service units (BISs) and others to promote best practices, process improvement and increased program integrity across all Business Analytic services to bridge the gap between IT solutions and business need. Assists ODHS program policymakers to maximize strategic use of technology, while defining clarity and precision in our business solutions. Rigorous Business Analytics and system testing improve our projects, systems and increase program integrity across our Enterprise.
The ONE System processes eligibility requirements for Modified Adjusted Gross Income (MAGI) Medical, Non-MAGI Medical, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance of Needy Families (TANF), Temporary Assistance for Domestic Violence Survivors (TA-DVS), Employment Related Daycare (ERDC) and various interfaces with internal and external systems and agencies.
As a Benefit and Eligibility Software Test Specialist, you will
Evaluate business requirements, design specifications and other support documentation in order to develop specific testable conditions with corresponding pass/fail criteria.
Obtain data from interviews or other sources to evaluate quality software fixes and enhancements.
Collaborates with business operations and policy units, Triage team senior analysts, test team lead, and others as needed regarding change requests, requirements, and design solutions to understand testable conditions and business expectations on results.
Design of use cases, user personas, specific test procedures, and pass/fail criteria to assess and report the extent of success or failure of each software fix or enhancement, based on business requirements and design specifications.
Map traceability of test cases to source documentation to ensure test coverage.
Ensure software functionality supports successful eligibility and benefit service management, business operations and policy expectations and DHS Program integrity.
Evaluate how errors occurred and recommend system improvements to prevent future errors.
Analyze performance measurement or production data to identify and monitor the quality and quantity of work; initiate action to improve deficiencies.
Working conditions
Hybrid Remote Work: Essential functions of the position are performed from both the central workplace and an alternate workplace. Business needs may require the employee to come into the central workplace or perform mobile work on a regular or periodic basis. Employee's work is conducted in offices and other program/partner sites. Employee has contact with a range of people including some exhibiting anger and frustration. Fast paced environment with high-volume demands with keyboarding computer entry and paperwork.
Long periods of sitting at computer may be necessary. Ongoing pressures are regular conditions for this position, including the need to multitask and change priorities frequently.
Regular work schedule with a normal workday of 8 hours, M-F 8AM-5PM. Compensated overtime may be required when pre-approved by supervisor.
Occasional travel. Must have a valid driver's license and acceptable driving record or if no driver's license, must be able to provide alternative method of transportation.
