Job Summary The NEPA Manager is an integral part of the Chloeta Infrastructure and Environment program and will manage the analysis and reporting on environmental impacts of proposed engineering projects, primarily for federal government clients. As a NEPA Manager, you will utilize your experience in the federal environmental planning process to provide management of technical writing and review of National Environmental Policy Act (NEPA) documentation, including consultation on proposals produced by the Chloeta Business Development Department.

Compensation : Chloeta reserves the right to offer any candidate above or below the listed compensation amount based on experience or business needs.
Salary per year: $77,723 - $116,585 FLSA Exempt Duties/Responsibilities Supports all aspects of environmental consulting projects in support of National Environmental Policy Act (NEPA) documentation and consultation. Manage various aspects of complex planning and Environmental Assessments (EAs) in support of NEPA documentation. Utilizes knowledge of relevant local, state, and federal environmental regulation, including Section 106 of the National Historic Preservation Act (NHPA), Section 404 of the Clean Water Act, Section 7 of the Endangered Species Act (ESA), and Clean Air Act to complete required NEPA documentation. Assesses, discloses , and documents impacts of proposed engineering actions to the general public through legally sound NEPA and other environmental compliance documents, including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Categorical Exclusions (CATEXs), Descriptions of Proposed Actions and Alternatives (DOPAAs), and Biological Assessments (BAs). Coordinates with other environmental professionals, such as GIS specialists, biologists, geologists, engineers, Tribal Historical Preservation Officers (THPOs), etc. to complete tasks. Coordinates with external stakeholders in the production and approval of EA reports, including conducting public outreach as required and presenting materials. Prepares presentations and supporting materials for public meetings and workshops. Prepares environmental technical reports such as community impact assessments and Integrated Natural Resource Management Plans (INRMP). Provides guidance to governmental agencies, environmental programs, industries, or the public. Reviews and studies environmental technical standards, guidelines, and regulations to remain abreast of industry trends . Directs multi-disciplinary teams in completing environmental reviews for small, medium, and large-scale projects . Provides oversight and advice to junior staff working on NEPA projects, including training and mentoring to members of the NEPA team. Assists Business Development Group in expanding the firm's environmental compliance services and preparing proposals for NEPA and other natural resources work, including providing technical subject matter expertise on scopes of work, schedules, levels of effort, and budget estimates . Coordinates with local/state/federal agencies, tribes, and the public in helping clients meet compliance requirements, effectively communicate project details, and record stakeholder input, including developing presentations and facilitating agency and public meetings . Maintains productive and mutually beneficial working relationships with clients and partners and actively promote new business development efforts with an emphasis on NEPA projects and related work. Required Skills/Abilities Extensive knowledge of environmental issues and planning principles, particularly application of National Environmental Policy Act (NEPA). Extensive knowledge of California Environmental Quality Act (CEQA) is accepted in lieu of NEPA. Ability to oversee and manage complete production of NEPA/CEQA documentation. Ability to monitor changes in federal, state, and local environmental laws and regulations. Proficient in Microsoft Office Suite and similar software. Excellent analytical and problem-solving skills. Exceptional written and verbal communication skills. Excellent organizational skills and attention to detail. Project management experience, including maintaining project schedules, budget creation and tracking, and proposal writing, along with a track record of maintaining positive relationships with coworkers, clients, and stakeholders , preferred. Ability to review, edit, and finalize variety of technical environmental documents for clarity and consistency and to proofread and correct errors based on client-approved style guides. Ability to simultaneously review and edit multiple documents at varying stages of the document writing process. Team mentality and strict adherence to deadlines. Education and Experience Required: Bachelor's degree in environmental science, environmental engineering, biology, or related field. Required: Five (5) or more years of full-time professional experience as a NEPA practitioner; two or more years experience leading complex NEPA actions . Preferred: Certified Environmental Planner (CEP) and/or American Institute of City Planners (AICP) certification. Physical Requirements Prolonged periods sitting at a desk and working on a computer.?
