Duties In order to qualify for this position, resumes must provide sufficient experience and/or education, knowledge, skills, and ability to perform the duties of the position. Supports the design, implementation, maintenance and/or operation of CNIC NAF automated HR information system(s) (HRIS). Evaluates, monitors, and/or ensures system analysis process, security plans, and/or business and user end application are in accordance with laws; Department of Defense (DoD), Department of the Navy (DON), and CNIC policies, regulations, and procedures related to information security, HR, and/or payroll. Identifies and analyzes requirements for business process owners, end users, and/or other stakeholders and translates requirements into programming specifications and/or configured system prototypes. Prepares, modifies, and/or recommends specifications for HR system interfaces, custom application development(s), and/or overall functional system requirements. Plans, manages, performs, and/or participates in systems testing (e.g., unit, integration, regression), modifies specifications, and/or corrects issues as necessary. Troubleshoots technical system issue(s) and/or deficiency(ies) and configures systems (e.g., ERP, timekeeping) as necessary. Prepares business cases for recommendation(s) and/or application of IT solutions or automation in support of NAF HR. Plans and executes data conversions. Provides analytical and technical CNIC NAF HR Enterprise Resource Planning (ERP) systems help desk support to CNIC NAF HQ and Region staff. Updates HRIS and timekeeping training guides. Trains CNIC NAF HQ and Region staff on systems usage. Requirements Conditions of Employment Must pass all applicable records and background check. A qualified candidate possess the following:
One year of specialized HRIS experience working in a Human Resources Office (HRO). Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in the areas of classification, recruiting, employee relations, labor relations, benefits, HR information systems and/or retirement. Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform the full range of HR services. Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR. Knowledge of basic IT infrastructure (e.g., hardware, software, network). Knowledge of and ability to apply basic IT principles, methods (e.g., system integration), concepts (e.g., system life cycle management), and practices. Skill in the use of a Human Resources Information System (e.g., SAPHR, Defense Civilian Personnel Data System). Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Skill in the use of ERP with a focus on HRIS systems. Ability to interpret and apply OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level. Ability to identify and determine position and skill requirements to create crediting plans to use in applicant qualification process. Ability to analyze resource requirements to identify key positions/competencies and develop training plans/developmental assignments for use with management development programs and/or intern programs. Ability to provide advice and assistance and interpret policy and regulations related to employee relations. Ability to provide advice and assistance and interpret policy and regulations related to labor relations. Ability to provide advice and assistance and perform tasks associated with benefits' program administration. Ability to interpret retirement plan provisions, review and verify service information, calculate retirement estimates/benefits, and assist with actuarial validation. Ability to troubleshoot applications and/or ERP systems issue(s) and provide technical help desk advice and/or assistance to end users. Ability to prepare detailed systems functional specifications and test plans; identify and/or analyze systems requirements and/or software system alternatives; and make recommendations for solutions, effective system utilization, and/or improvements. Ability to effectively plan and manage the integration, implementation, and/or update of information system components. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing. Education This position does not have a positive education requirement.
Additional information This is a developmental position. Incumbent may be non-competitively promoted to next higher grade (NF-04) provided the incumbent meets all necessary qualification requirements for promotion and is performing the full scope of the major duties and is functioning under the supervisory controls of the target job description. At the NF-03 level, duties will be performed in a developmental capacity under closer than normal supervision.
