Description
This position is located in the central accounting hub for Cabinet for Health & Family Services (CHFS). The Division of General Accounting (DGA) is made up of five unique branches that all work closely together to provide funding and payments for a majority of health and family services for the Commonwealth of Kentucky. Our division puts a big focus on a healthy work-life balance and are flexible with staff schedules when it's needed. We have many knowledgeable senior staff that are always willing to train and help answer questions when needed.


As a Federal Fund Accountant Manager for the Medicaid and Supportive Services Branch, you would manage all professional accounting personnel in the administration of federal funds providing direct assistance to the Federal Fund Accounting Controller in the administration of all federal fund operations and the implementation of financial initiatives. You would promote the overall success of the division through special projects and program audits. The Medicaid Grant is made up of two parts, Benefits and Administrative, and in a federal fiscal year this grant will total over 13 billion federal dollars. Your day will never get repetitive because the cycle of the grants will span over large periods of time requiring different actions throughout its life cycle. Responsibilities include, but are not limited to, the following: Serve as the Accountant-In-Charge of all aspects of Medicaid grants for the establishment, analysis, maintenances or reporting of fund account records. Achieve deadlines and ensure timely filing of Medicaid Federal Financial Reports and draws of federal grant funds for assigned programs; Prepare, review, and approve all levels of complex accounting entries and Cash Receipt documents. Coordinate and supervise work of accounting staff; conduct performance evaluations and approve timesheets. Provide guidance to Grant Accountant staff on all Medicaid grant accounting issues. Monitor revenue and expenditure data in eMARS; Develop and maintain financial analysis spreadsheets on each program and recommend program changes as needed. Review financial statements and advise as to the availability of funds. Provide complex analysis quarterly and annually to balance eMARS, Payment Management Service (PMS), and reports. Assist accountants in tasks to ensure cash management and federal requirement minimum standards are met at all times. Grant monitoring duties will be performed daily and monthly in which reports are sent to the executive staff in each department. Assist the DGA Director's Office in the overall management and oversight of the entire accounting organization. Serve as project leader in the development and maintenance of high priority and/or complex accounting issues and proving responses to Adult Public Assistance (APA) on Medicaid audits. Perform other duties as assigned. Desired candidates should possess the following requisite skills or experience applicable to the position: Excellent listening, verbal, written communication skills. Ability to keep track of multiple projects that span across long periods of time. High level critical thinking skills that allow you to take learned knowledge and apply it to new situations. Prioritize work. Ability to recognize an individual's strengths or growth opportunities and delegate assignments accordingly. Be able to manage individuals with varying personalities and skill levels. Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree (which includes twenty semester hours or thirty quarter hours in accounting).




EXPERIENCE, TRAINING, OR SKILLS: Must have six years professional accounting or audit experience. Four years of the required experience must include federal accounting, auditing, or reporting.
