Position Summary Dispatchers will operate the telephone and two-way radio efficiently and courteously, transmitting to and receiving information from consumers and operators of radio-equipped vehicles. Dispatchers must possess the ability to learn CECC's distribution and transmission systems, which includes being able to identify CECC's distribution and transmission system components, along with generating and directing switching orders and line refeeds. Dispatchers should be able to learn and understand basic electrical theory as it applies to CECC's distribution system. Dispatchers must be able to learn and possess troubleshooting skills and be able to determine the extent of each outage. Dispatchers must be able to manage complete outage restoration both minor and major.
Key Duties and Responsibilities Will work in a confidential manner with the CEO, Vice-Presidents, and Staff.
Demonstrate competency with the listed Qualifications.
Will operate the telephone efficiently and courteously during extended and regular work hours.
Will develop an understanding of CECC's distribution and transmission systems.
Will develop an understanding of CECC's distribution and transmission system's components.
Will begin to understand basic electrical theory as it applies to the CECC distribution system.
Will generate and return service orders related to dispatch. (Example: Voltage concerns, right-of-way orders, yard lights).
Will accurately log and help maintain information for all dispatch logs.
Will process incoming outage calls and be able to proficiently dispatch servicemen and construction crews accordingly.
Will understand and operate a variety of computerized dispatch systems. (Example: OMS, calls manager, crew manager, reports, NISC, partner, SCADA, AMI, as well as camera security systems and personal dispatch computers).
Will manage and direct personnel for minor outage restoration.
Will perform switch orders as directed.
Will forward complete and accurate information from the field to its correct destination.
Will communicate information accurately to and from other departments.
Will assist servicemen in delinquent collections and information concerning custom accounts and AMR via radio or telephone.
Will perform various tasks, such as outage reports, broken poles, damage reports, and routing of information to and from district offices.
Will take payments by phone.
Will perform re-connects and disconnects via AMR.
Will be responsible for monitoring doors and electronic gates on CECC's campus using security cameras during normal working hours.
Will provide information and accommodate requests from other departments regarding current outages.
Will monitor the distribution electrical system using SCADA, OMS, and AMI checking for any possible load issues, or voltage problems.
Will send out Outage Notifications to members affected and communicate with CECC and Empower personnel the specifics of the outage.
Will maintain and update On Call Schedule for both CECC and Empower.
Will issue hold tags, hotline hold, and clearance numbers to field personnel, both CECC and Contract labor.
May communicate with AECC TOC with any issues dealing with transmission lines such as clearance requests, transmission, and substation outages, distribution line re-feeds, and outages causing a significant loss of load.
Will recommend improvements that can/may be made in practices, methods, and procedures within the area of this job responsibility.
Will develop an increasing understanding and support of the Cooperative and the electric program. Will protect and enhance the reputation and public image of the Cooperative and its staff; will contribute in every possible way to high morale, teamwork, and helping others obtain job satisfaction; will promote more efficient use of electricity by Cooperative consumers; will provide maximum assistance and support to supervisors and department managers.
Will perform other duties as directed.
Will be subject to 24-hour call out.
Will observe all safety rules and regulations as r equired. This includes Craighead Electric, Arkansas Public Service Commission, RUS, and Equipment and Chemical Manufacturers.
Qualifications A valid Driver's License is required.
Ability to communicate with members in person or telephone; ability to communicate effectively with supervisors other employees in person, or via telephone or two-way radio.
Ability to work in a confidential manner with CEO and staff.
Ability to use a computer terminal, personal computer, and various software.
Ability to analyze and interpret cooperative, RUS, and Public Service Commission rules and regulations dealing with meter connects/disconnects, meter change-outs, delinquent collection, and other rules as applicable to job duties.
Ability to possess knowledge of substation and major feeder locations throughout the electrical system.
Ability to possess knowledge of primary equipment specifications and requirements of safe and optimum electric system performance.
Ability to possess knowledge of power equations and calculations, relaying and metering specifications and requirements.
Ability to work with CEO, Department Supervisors, and other employees involving the electrical system of the Cooperative, employees of each department, or other projects as required.
Ability to work with the general public in areas concerning bills, delinquents, scheduled work, right of way, and outages.
High school diploma or equivalent required.
Experience in meeting and dealing with people in a business setting is preferred.
Experience/training in the use of computers, computer terminals, copiers, calculators, two-way radios, etc.
Additional education/work experience may be considered in lieu of education.
Physical Demands Work is generally performed in the office. Work position is generally varied. The position requires limited physical exertion. Must be able to lift between 5-25 pounds. There are opportunities to relax from any physical exertion or to change position in work activities.
Personal Characteristics Must be able to perform the essential elements of the position of Dispatcher competently, following a training period of not to exceed six months. Must possess personal characteristics that will make an employee a productive work team member, including high integrity, good personal habits, and regular attendance at work. Should be friendly and able to meet people easily and adjust to different personalities. Should be able to gain and maintain respect of others, both inside and outside of the organization. Must be reliable and dependable.
