Director of Rental Programs

Employment Details:

Full Time

Monday to Friday 8 a.m. to 5 p.m.

Some nights and weekends;

on-call for tenant and property emergencies.

Exempt Position

Beginning Salary $75,000.00 DOE.

Housing Solutions of Northern Arizona, Inc., is a local 501(c)3 nonprofit organization whose mission is to build opportunity for sustainable, affordable housing in northern Arizona. Founded in 1990, as the Affordable Housing Coalition and previously known as BOTHANDS, the organization's main programs include housing counseling, construction of affordable housing and Sharon Manor, a transitional housing facility for homeless survivors of domestic violence. The Mission of Housing Solutions of Northern Arizona is to build opportunity for sustainable affordable housing in Northern Arizona.

Summary:

This is a hands-on position, including working closely with the CEO, scattered site rental properties, transitional housing program operations, property maintenance and administrative departments to execute agency initiatives. Reporting to the CEO, the Director of Rental Programs serves as an integral member of the senior leadership team and is responsible for overseeing day-to-day activities related to rental properties. The Director of Rental Programs will lead internal teams to manage and support the following programs:

Approx. 25 scattered-site residential rental properties

JoJo's Place (44 units)

Oak Wash Homes (32 units, anticipated operations to begin in Summer of 2024)

Essential Duties and Responsibilities:

Oversee rental programs for ongoing and expanding housing programs, including JoJo's Place, Oak Wash Homes, and future program expansion.

Program oversight includes supervision of staff, oversight and coordination of support services and oversight/coordination of maintenance staff & outside vendors.

Provides coordination and leadership of assigned programs to ensure accountability, program deliverables, and alignment to strategic vision of the organization.

Supervise and monitor the performance of assigned staff.

Engage in team meetings with Director of Rental Programs' direct reports and among HSNA leadership staff to create and support staff across the organization to perform at their highest levels.

Maintains and ensures that the organization follows Federal and State Laws, as it relates to rental properties.

Drives a culture of accountability by using best practices to ensure that work is being completed in a professional, complete, and timely manner.

Stay up-to-date and informed on changes to HUD's Fair Market Rents, HOME rent limits, Section 8 Payment Standards, Utility Allowances, etc. to ensure appropriate rent changes for tenants participating in these programs and that notifications are made on a timely basis.

Ensure program compliance with funder requirements. Ensure reports are completed in a timely and complete manner.

Program Management

Address and respond to tenant and maintenance crises that arise in the management of transitional housing facilities and homeless service programs.

Cultivate and maintain relationships with subcontractors and vendors; schedule repair work and maintenance with vendors, as needed, coordinating tenant notices and access (HVAC, plumbing, electrical, etc).

Collaborate and coordinate with maintenance personnel; work with maintenance personnel to prioritize routine maintenance, complete necessary repairs, regular inspections and maintenance-related emergencies.

Serve as an on-call resource for staff responding to after-hours property emergencies and client crises.

Respond, as necessary, to crisis situations involving residents and/or property; response may be required after normal business hours.

Prepare reports for program funders, the Housing Solutions Board and Oversight Committees, as necessary.

Collaborate with social service agencies to provide comprehensive services to our residents. Build positive working relationships with community partners.

Adapt and respond to the rapidly changing and fluid environment of homelessness policy, best practices for homeless and victim services, as well as changing funding environments.

Financial Management

Oversee, implement, and improve processes for data collection and management.

Oversee and ensure programs and client files are compliant with grant funder guidelines and requirements.

Assist in preparing grant applications and regular grant reports.

Exercise fiscal responsibility to ensure that all programs operate within an established budget.

Other Essential Functions

Build positive relationships with clients; set clear expectations with clients for what their responsibilities are and what the responsibilities of HSNA are. Work with clients proactively to solve problems ensuring clients can remain housed, if possible.

Director of Rental Programs must exercise sound judgment, discretion, and confidentiality with respect to matters not covered by board or organizational policy.

Director of Rental Programs must keep informed and communicate to CEO about changes, new developments, and trends related to and/or affecting rental programs offered by Housing Solutions of Northern Arizona.

Director of Rental Programs is responsible for other functions as may be assigned or which are necessary or appropriate.

Minimum Qualifications:

High school diploma or equivalent.

At least 5 years of demonstrated success in non-profit experience or transferable business industry experience.

At least 5 years of demonstrated success working with low-income tenants, households experiencing homelessness, victims of trauma or related experience.

At least 3 years of demonstrated success in management.

Level One Fingerprint Clearance or ability to obtain fingerprint clearance; must maintain clearance.

A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision-making.

Organized and able to create structure that equips others to thrive.

Skilled in supporting operations and culture.

Strong and effective oral and written communication/presentation skills.

Demonstrated ability to lead, establish strategic objectives, and develop work-plans utilizing inclusive leadership style that endorses delegation and collaboration.

Must be able to travel to meetings and events and communicate appropriately with stakeholders.

Some evening and weekend hours required.

The Director of Rental Programs will be an individual who demonstrates some or all of the following qualifications as developed formally or through relevant experience and informal training.

Experience:

Combination of education and experience with at least 3 years of proven mid- to senior-management experience.

Leadership and Organization : The capacity for managing and leading people; a team builder who has experience in scaling up organizations; ability to connect staff/volunteers both on an individual level and in large groups; capacity to enforce accountability, develop and empower leaders, cultivate entrepreneurship, and learn the strengths and weaknesses of the team so as to put people in a position to succeed.

Analytic and decisive decision-making skills with the ability to prioritize and communicate to staff/volunteers the key objectives and tactics necessary to achieve goals of the enterprise.

Preferred Qualifications:

Bilingual in Spanish

Experience in housing programs highly desired
