The successful candidate will support the delivery of the Department of Veterans Affairs (VA) Supply Chain Modernization (SCM) with a focus on leading this effort to create a unified supply chain technical architecture and assist the VA's efforts to modernize their supply chain tools and processes. The candidate will have an extensive knowledge and background in managing and deploying enterprise programs, consisting of 250+ team members, with phased implementations spanning years.
The Deputy Program Manager (DPM) will work with VA stakeholders to implement SCM, with defined goals, timelines and metrics to achieve the desired outcome: achieving unified product codes, purchasing and inventory across VA. The primary SCM solution will focus on the Veterans Health Administration (VHA) where supply chain is critical to providing Veterans with the health benefits they have earned through their military service. This candidate will oversee in all facets of the SCM managed service solution with customizations and configurations to meet the functional requirements unique to VA, VHA, Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA). The SCM managed service solution will include customer success factors, service level agreements, training, communications, and quality thresholds for continuous monitoring and reporting. In addition, the candidate will be expected to review SCM metrics and implement areas for improvement to gain higher adoption and utilization while reducing supply chain bottlenecks and costs.
This candidate will support the Program Manager who is responsible for the SCM outcomes, profitability and program performance measured by Quarterly Assurance Surveillance Plan (QASP) prepared by VA. This candidate will lead a team of highly qualified staff to prepare the SCM Roadmap and Strategic Plan to guide VA with a successful SCM experience. Upon task order award, the DPM will assemble a team of skilled technical and functional resources, define program risks and mitigation, establish both communications and change management plans, and support all facets of internal GDIT program reporting including Financial Management Reviews at the sector and executive levels of GDIT. The candidate will guide the implementation of the SCM as a managed service with multiple low code tools, critical system interfaces to VA enterprise systems, and measurable outcomes continuous VA review.
Duties and responsibilities will include, but are not limited to:
Engaging and responding to specific SCM goals identified by the COR or other VA stakeholders (predominately VHA stakeholders) - strong communication skills are key Reviewing trends for processing supply chain products - quantities, trend analysis, and errors on a daily basis Identify program risks and mitigation plans Support action item management Resolve any and all impediments that delay or prevent solution deployment Capture and report on quantity-based performance metrics used to track core project functions for status reporting and invoicing Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance Document VA requests via Action Items and develop materials to respond to these requests Prepare ad hoc presentations and reports and present them to the COR and VA stakeholder Act as the primary liaison to all GDIT operational facets (recruiting, VA on-boarding, deliverables, scheduling, finance, contracts, subcontracts, vendor partner engagement, travel, etc.) Minimum Requirements: Bachelor's Degree in business related field, engineering, or a related scientific or technical discipline with at least 15+ years of experience, or Master's Degree with 12+ years of experience Current PMP 6+ years of progressive experience defining, implementing, and managing software or systems programs, experience managing federal supply chain and/or health related programs is preferred Demonstrated P&L responsibility for contracts or portfolio of contracts with annual revenue in excess of $100M over at least 4 years with staffing level in excess of 250+ team members 4+ years of leading solutions or business process automation projects or programs, particularly using iBPM/BPM tools, low-code solutions, or other integrated vendor solutions Demonstrated experience supporting a Government agency, preferably Veterans Affairs, with FFP, FUP, T&M, or Cost-Plus task orders under an IDIQ Must demonstrate critical thinking skills to resolve stakeholder conflicts Must have outstanding written and verbal communication skills with the ability to present business leaders Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting Desired Qualifications: Experience with logistics, warehousing or supply chain systems and/or health care systems ITIL training / certifications Active VA access including assigned CAG and PIV GDIT IS YOUR PLACE: 401K with company match Comprehensive health and wellness packages Internal mobility team dedicated to helping you own your career Professional growth opportunities including paid education and certifications Cutting-edge technology you can learn from Rest and recharge with paid vacation and holidays #GDITFedHealthJobs
The likely salary range for this position is $161,500 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. Scheduled Weekly Hours:
