Deputy Director Accounting & Finance Location Stillwater, MN : JOB SPECIFICS The Deputy Director of Accounting and Finance supports the vision and strategy for countywide accounting and financial services and operation, provides supervision to department operations including facilitating strong, productive relationships with other county departments. The position participates in budget preparation and acts as an active member of the department's management team. DESIRABLE EXPERIENCE:
Experience leading the general accounting operations of a public sector organization, including, but not limited to, budget, cash management, and treasury operation, investment. portfolio, accounts payable, accounts receivable, payroll, and procurement. Previous experience working with compliance issues for grants, contracts, statutes, regulations. Professional experience in quality improvements in financial management. Experience creating and implementing capacity-building strategies focused on advancing equity with the goal of identifying and eliminating barriers and improving outcomes for all. Certified Public Accountant or Certified Public Finance Officer. SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration. HOURS / DAYS: 8:00 a.m. to 4:30 p.m., Monday through Friday. However, this is a senior administrative leadership position within Accounting and Finance. As such, the deputy director may have varied workdays and hours as necessary. A minimum 8 hour day and 5 day work week should be expected for this role. Work schedules (hours and days) and location are subject to change based on department needs. ANTICIPATED HIRING RANGE: $108,971.20 - $148,928.00 Annually JOB SUMMARY The Deputy Director of Accounting and Finance supports the vision and strategy for countywide accounting and financial services, by providing supervision of department operations and as an active member of the department's management team and representative of the department in facilitating strong, productive relationships with other county departments.
EMPLOYMENT CRITERIA EMPLOYMENT CRITERIA MINIMUM QUALIFICATIONS: This position requires a Bachelor's degree in Accounting or Finance and eight years of accounting operations experience and three years of progressive executive, supervisory or management experience in government accounting, or equivalent; OR a Master's Degree in Business Administration or Public Administration and six years of accounting operation experience and two years of progressive executive, supervisory or management experience in government accounting, or equivalent. Promote a diverse, culturally competent, and respectful workplace; Demonstrates knowledge of accounting theory and generally accepted accounting principles (GAAP); Demonstrates the ability to apply accounting theory and GAAP to developing and maintaining effective accounting operations; Demonstrates knowledge of the state and federal laws affecting accounting principles, department activities, and financial operations; Demonstrates knowledge of the government financial and accounting activities and practices; Demonstrates comprehensive knowledge of the principles and practices of public debt financing; Demonstrates considerable knowledge of the principles and practices of cash and treasury management; and investment of public funds; and Demonstrates ability to provide quality service when dealing with internal and external customers. DUTIES & RESPONSIBILITIES Define the vision, strategy, services and delivery for County finance and accounting operations: Assist the Director to develop, apply, evaluate and administer policies and procedures that increase fiscal management effectiveness; Work with the management team to evaluate, define, plan and implement initiatives, programs and best practices to improve financial management; Ensure regulatory and legal compliance; Collaborate with department staff to develop strategies to meet short- and long-term financial needs; As delegated, provide leadership and consultation to other departments on finance, accounting and business operations; Assist the Director in serving as a liaison between the County and external financial service providers (banks, bond rating agencies, financial advisors, etc.); Maintain stakeholder communications and resolve complex issues. Under Department Head direction, supervise County accounting and finance processes and operations: Supervise general ledger standards and accounting system operations; Ensure country financial records are accurate; Supervise cash management, investment and treasury operations; Supervise all receipt and disbursement of funds; Coordinate depository, brokerage, safekeeping and payment processes to safeguard financial assets; Oversee fixed asset processes to track non-financial assets; Collaborate and contribute to planning and execution of bond financing and securities ratings; Ensure compliance with generally accepted accounting principles, regulatory standards and legal requirements for accounting and finance; and Identify and resolve complex accounting and finance issues. Participate in budget preparation and management: Assist in the preparation and administration of the annual departmental budget; Monitor revenues and spending and approve expenditures; Work with department management team to evaluate and propose budgets to meet service, equipment and staffing needs; Assist in developing operational and financial proposals for projects and initiatives; Coordinate department management efforts to realign budget with program changes, or as necessary; and Supervise the development of financial models and projections for countywide use. Manage assigned staff: Supervise staff to meet department goals and performance objectives; Collaborate with department management team on staffing decisions; Provide work direction; Facilitate or recommend training; Guide staff through changes in processes, services or programs; Conduct performance reviews; and Provide professional accounting leadership to staff in other departments. Perform duties and responsibilities of Director-Accounting & Finance in the Director's absence.
Perform other duties as assigned. WORK ENVIRONMENT Work performed is sedentary in nature, and typically performed within the Government Center or a satellite office. Lifting requirement of up to 25 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, scanner and copy and fax machine.
Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required. Must have own means of reliable transportation for business purposes; individuals operating a motor vehicle for county business must possess a valid driver's license.
