Plans, manages, and coordinates complex business systems program activities and personnel requiring multi-disciplinary collaboration and broad program scope; leads Infor Lawson Human Capital Management (HCM) enterprise applications design, implementing best practices for automated deployment and monitoring; oversees HCM and Identity Governance and Administration (IGA) system development and maintenance efforts; enforces cross-platform security and audit controls; contributes to strategic planning; serves as the liaison between business systems staff and functional department leadership to ensure all Division and functional department objectives are fulfilled; exercises leadership to create, design, implement, assess, and revise programs or activities of the office. Creates, designs, and oversees the broad activities of the business information technology systems to include administration and upgrades of the Infor Lawson HCM and IGA systems. Collaborates with cross-functional teams to understand business requirements and translate them into robust architecture designs. Implements best practices including DevOps to automate deployment, monitoring, and management of Infor Lawson HCM enterprise applications. Manages all phases of system development to include analysis of needs and resources; system design and development; and design and implementation of system testing processes, installation, maintenance, and post-production audits. Required Any combination of education and experience equivalent to a bachelor's degree in public administration, computer science, information technology, or a related field. Six (6) years of progressively more responsible experience in business information technology systems, enterprise resources planning, identity and access management, or a related field, some of which shall have been in a supervisory or leadership capacity. Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience. Knowledge of theories, procedures, practices, expertise, materials, and methods related to business and organizational management systems. Knowledge of and ability to implement current information technologies, systems methodologies, and best practices related to business information systems. Knowledge of applicable local, state, and federal laws and regulations. Skill in system development, implementation, and integration practices and techniques. Skill in personnel, financial, and administrative management. Proficiency in the use of data compilation, analysis, and reporting.
