Job Summary The Fiscal Compliance Officer will provide an on-going analysis, leadership, and guidance to staff members on budget, procurement, and financial policies for the Grants, Equity, Access and Research (GEAR)Division. The position also provides financial oversight, compliance, budget management for major state and federal funding streams administered by the GEAR Division in Adults and Disability Services Administration. Responsibilities include:
Conducts fiscal analysis, develops, implements, and monitors budgeting, financial reconciliations, and grants administration including grantee financial reconciliation for the Division. Maintains accurate information on funds appropriated and allotted to projects in the GEAR Division, assures that budget goals are met, and that federal and state policies related to financial activity are followed. Subject matter expert on fiscal compliance and grants budgeting, providing leadership and technical expertise across the division and the ADSA Administration. Creates and maintains fiscal compliance systems for GEAR Division's grant contracts. Provides strategic directions, analyzes information from a variety of sources on the status of fiscal compliance of division grantees, and evaluate the impact of policy changes on financial integrity and compliance for Home and Community Based Services (HCBS) and Long-Term Care Supports and Services. Including grants for supporting New Americans in the long-term care workforce, provider capacity expansion grants in rural and underserved areas, respite care grants, workforce development grants, and additional other projects as determined by needs Qualifications Minimum Qualifications 3 years professional experience in fiscal analysis and financial monitoring, including compliance with a variety of contracts includes professional, technical, grant, interagency, or others. Responsibilities include:
Methods and processes for developing grants and contracts and for contract management; Create short and long-term financial and project plans Budgeting, accounting, and grant management Bachelor's Degree in related field may substitute for 1 year of experience
Preferred Qualifications Facilitate discussion and resolution among parties with different viewpoints on the same factors/situations Work effectively as a team member and independently, responding to multiple priorities in tight timeframes; respond flexibly and prioritize requests Ability to create needed fiscal, data, and program reporting to multiple audiences Compliance with state and federal procurement policies and timelines Apply administrative/professional expertise and organization skills to identify, analyze and resolve program and process deficiencies Variety of experiences working effectively with others from different backgrounds and/or cultures Additional Requirements To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
