Full job description Happy Valley Public Safety is looking for a Community Service Officer to join our team. We are seeking a qualified individual who is energetic and reliable. This individual will join two other Community Service Officers to perform code enforcement, crime prevention and public safety duties. This position works a 4/10 schedule that includes one weekend day and some evening hours. The position is based out of City Hall but works a majority of the time in the field.
We are hiring one position now and hoping to establish an eligibility list for another potential hire after July 1st.

GENERAL PURPOSE Under general supervision, performs various duties including erosion control inspections, permitting, investigating and responding to complaints and violations of City and State ordinances, codes, rules and regulations, identifies violations and issues citations as needed, acts a liaison to resident groups and responds to emergency events as required.
DISTINGUISHING CHARACTERISTICS The Community Service Officer is distinguished from City police positions by performing work in a civilian capacity to establish a community relationship, provide crime prevention, code compliance, animal control, and emergency response duties.
The Community Service Officer reports to the Community Services and Public Safety Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES Any one position in this class may not perform all the duties listed below, nor do the listed examples of duties include all similar and related duties that may be assigned to this class.
Conducts field inspections of land use activity and nuisance complaints filed with the Community Services Department. Conducts field inspections of developments to ensure all conditions of approval have been satisfied. Responds to complaints regarding animal control and ordinance violations, preparing case files, establishment of legal ownership, and verification of information necessary to conduct investigation and enforcement activity. Prepares and sends appropriate compliance letters with established timelines, provides education, and works with citizens to achieve voluntary compliance. Performs follow-up inspections; issues warnings or citations in cases where compliance has not occurred. Keeps accurate and complete investigative reports on each complaint investigated. Prepares all background and investigative reports of cases requiring citations. Provides technical staff support to Department co-workers, and the City Attorney's office in resolving Development and City Code violations; receives subpoenas and testifies in court. Coordinates with the appropriate State and local regulatory agencies for specific complaints concerning pollutants, noise violations, or other areas of mutual concern. Provides support and assistance to City officials during all emergency and weather-related events. Provides excellent customer service to all citizens within the City. Acts as a community liaison for HOAs, park compliance and education, alarm program, landlord/tenant issues and communication and signage for crime prevention. Provides assistance for Court safety issues. Assist and support the City to identify and provide services to all members of the community and remove barriers to those services. Perform other duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Local regulations, codes, statutes, procedures, and policies as applicable to code enforcement operations. The principles and practices of code enforcement, crime prevention, HOA and community groups, land use planning, and zoning. Customer service practices and techniques, specifically as they relate to adversarial encounters. Office administrative practices and procedures, including report writing, recordkeeping and filing practices and procedures. Principles and practices of sound business communication; proper English usage, including spelling, grammar and punctuation. Ability to become knowledgeable concerning City organization, rules, policies and procedures. Basic functions of public agencies, including the role and responsibilities of a public entity. Computer equipment and uses of word processing, spreadsheet, graphics, database and other software. Techniques for providing a high level of customer service to public and City staff, in person, in writing and over the telephone. Court documents, policies, procedures, and legal requirements relating to code enforcement. Ability to: Clearly and accurately interpret court documents, policies, and procedures. Effectively communicate accurate information both orally and in writing. Effectively communicate and deescalate adversarial situations as needed. Interact tactfully and effectively with the public in stressful and potentially confrontational situations. Make decisions based on regulations and established policies and procedures. Analyze code compliance and enforcement situations accurately, and adopt an appropriate course of action. Work independently, quickly, and accurately with close attention to detail in an atmosphere of frequent interruptions and changing priorities. Establish a positive with relationships with community groups. Act a liaison and obtain participation from members of the community. Maintain confidentiality and meet security requirements. Operate a computer and word processing software and other standard office equipment. Manage multiple and rapidly changing priorities. Organize, set priorities and utilize sound independent judgment within areas of responsibility. Compose correspondence, prepare documents and make arrangements from brief instructions. Prepare clear, accurate and concise records and reports. Understand and carry out oral and written instructions. Comprehend and use English effectively including producing all forms of communication in a clear, concise, and understandable manner to intended audiences. Effectively lead assigned staff and/or projects. Work collaboratively with people from all backgrounds. Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent; and two years of law enforcement, crime prevention, criminal justice, code enforcement or related experience; or an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements: A valid state driver's license with an acceptable driving record is required. Incumbent(s) must also possess and maintain an acceptable driving record throughout the course of employment. Requires Microsoft Office proficiency. LEDS Certification at time of hire or within 90 days. DPSST Certification. Maintain current 1st Aid/CPR throughout the course of employment. WORKING CONDITIONS The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position.
Works both in the field and office. May work in adverse or inclement weather conditions. Works under tight and/or conflicting deadlines and priorities. Requires the ability to perform efficiently and effectively under pressure. Occasionally deals with distraught or difficult individuals. This position requires mobility, daily walking, reaching, standing, talking, hearing and seeing. May be required to stand for long periods of time, up to full length of shift; walk over rough terrain, up and down inclines, stairs, on paved and unpaved surfaces, and over long distances. Occasionally lifts and moves heavy objects weighing up to 40 pounds. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computers and other standard office equipment. Work schedule may include evenings and weekends.
