Do you have a passion for root cause analysis? We are looking for you! The STAR Program Office is hiring for two HCM Business Analysts. This posting may be used to fill future vacancies.
Located in downtown Madison, the State Transforming Agency Resources Program Office (STAR) is an efficient and reliable enterprise-wide system designed to provide better consistency among state agencies as well as a modernization of the State's IT infrastructure. STAR maintains the state's finance, budget, procurement, business intelligence and human resource functions.
This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary STAR is open to hiring at three different levels for the available vacancies. Level will be determined based on the qualifications and experiences of the selected applicant(s).
Under the close, limited, or general supervision of the STAR (State Transforming Agency Resources) Program Office HCM Section Chief, the Business Analyst serves as a technical resource, resolving customer problems and is considered a functional system resource in HR, Time and Labor, Absence, Benefits, and Payroll. This position is responsible for assisting to ensure data integrity and protecting sensitive information through analysis/research and recommending solutions, policies, and procedures; evaluating system functionality; testing, and documentation of the State's ERP (Enterprise Resource Planning) System within the HCM Section.

Salary Information Starting salary for the IS Enterprise Business Analyst - Professional (07-35) will be between $23.94 - $37.71 an hour. Starting salary for the IS Enterprise Business Analyst - Senior (07-34) will be between $28.69 - $44.52 an hour. Starting salary for the IS Enterprise Business Analyst – Specialist (07-33) will be between $33.49 - $51.37 an hour. Levels will be determined based off applicant qualifications and experience. A twelve-month probationary period may be required. Current State employees will be compensated in accordance with the current State Compensation Plan.
Job Details Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.
Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.
Qualifications Minimally qualified applicants for the Professional level will have education, training, or experience with all the following: Enterprise Resource Planning (ERP) software such as Peoplesoft or similar. Excel, Google Sheets, or similar. In addition to the above Professional level qualifications, minimally qualified applicants for the Senior level will also have experience with the following: Comparing large amounts of data using Excel, or similar. AND PeopleSoft such as modifying existing Peoplesoft queries OR Business Analyst duties such as analyzing data to solve business problems. In addition to all the qualifications listed previously, minimally qualified applicants for the Specialist level will also have experience with all the following: Completing advanced Peoplesoft duties such as creating queries in PeopleSoft. Business Analyst duties such as analyzing data to solve business problems, budgeting and forecasting, or similar. Writing test plans for new system functionality or system updates.
