Full job description Supplemental Information The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission. The Department of Revenue's Internal Audit Division is authorized to perform internal audits of any organizational unit or functional activities within the Department. This position is responsible for conducting audits to evaluate the effectiveness of controls and compliance with statutory and other regulatory or financial reporting requirements. Direct supervision is received from an Information Systems Auditor 4. Duties include but are not limited to:
Assist in annual risk assessment and the development of the annual audit plan, acting as subject matter expert in information systems areas. Establishes the scope of audits. Ensures the suitability of each assigned audit's goals. Plans and performs all tests of compliance, completeness and accuracy for assigned audits. Provide audit software support as needed to other auditors within the department. May train other audit personnel in the use of information retrieval systems. Prepares audit plans for assigned audits. Gain an understanding of auditee through interviews, review of policies and related laws, and observations of tasks under audit. Determines the auditing procedures and methods to be used. Completes auditing procedures such as testing, examining, or obtaining audit evidence to discover positive and negative findings/observations and write a report detailing procedures completed and issues noted. This position is in a Career Progression Group (CPG) and may be filled as an Auditor 1, Auditor 2 or Auditor 3 depending upon the qualifications of the candidate selected. This position will be domiciled in East Baton Rouge Parish . Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy. A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana. LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work. Qualifications MINIMUM QUALIFICATIONS:

GENERAL OPTION:
A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework.
A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.
A master's degree in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration, or information systems and decision sciences will substitute for the twenty-four semester hours of required coursework.
NOTE:
Any college hours or degree must be from an accredited college or university. Job Concepts FUNCTION OF WORK:

SUPERVISION RECEIVED:
Typically, direct from a higher level supervisory audit position.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Auditor 2 by the presence of receiving close supervision during audit assignments and by having less decision making authority with an audit program.

Performs financial audits by examining a variety of fiscal documents to ascertain the validity of information reported and the dependability of record keeping and reporting practices of an audited entity.
Performs operational audits by analyzing and testing to determine if operational effectiveness and efficiency are being achieved according to business unit strategic objectives, and evaluating the adequacy and effectiveness of process controls.
Performs compliance audits by testing to identify non-compliance with applicable laws, regulations, contractual obligations, or agency policies and procedures.
May perform special audit projects and investigations, as requested or required.
Uses effective sampling techniques during audits, as warranted.
