Job Description and Duties The Assistant Human Resources Officer is the first line supervisor for analytical staff responsible for the full-range of personnel management programs administered by OLC Human Resources. Under direction of the Human Resources Officer, the incumbent is responsible for directing and managing a team of Staff and Associate Personnel Analysts in the Performance Management and Classification/Recruitment Units. Typical duties include, but are not limited to: Provide staff leadership; coordinate staff training; give staff feedback; and oversee project and staff work. Develop, recommend, and implement human resource policies and procedures. Review organizational structure, position classification, and salary level analyses. Recommend appropriate course of action to the Human Resources Officer and the Chief Administrative Officer on adverse actions and other employee issues. Monitor administration of civil service recruitments and exams. Manage the creation of and provide human resources training to employees. Personally perform the more sensitive and complex personnel management activities. Serve as a technical resource/expert in the above mentioned areas; represent the OLC in meetings and negotiations on sensitive and significant issues with the California Department of Human Resources, State Controller's Office, and State Personnel Board. Act as backup to the Human Resources Officer in their absence, and may act as lead over the Transactions Unit and other professional and clerical staff when needed.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience working for the state in a human resources office, overseeing classification studies, conducting recruitments and examinations, and consulting on employee performance issues. Benefits All OLC employees are excluded from collective bargaining, and therefore, receive enhanced benefits, such as CoBen benefit allowance, employer paid life insurance, additional vacation/annual leave, and are not subject to State Disability Insurance payroll withholding. The SOQ must be typewritten and single spaced, use no less than 12-point font, and be no more than two pages in length. The SOQ will be reviewed for content, spelling, grammar, readability, and presentation.
