Full job description Position Description About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
What you will do at Harris County Flood Control District: The Harris County Flood Control District (District) is seeking a qualified candidate for the role of Agreement Coordinator.


The Harris County Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population over 4.7 million, including the City of Houston, the nation's fourth largest city. The District has jurisdiction over the county's primary stormwater facilities, consisting of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks.


Reporting to the Procurement manager, the Agreement Coordinator will be responsible for performing pre to post-award agreement and contract administration functions for the procurement of goods and services, including coordination with project managers on the development of agreement specifications, formulation and review of agreements/contracts, monitoring of suppliers, contractors and service providers' performance in the fulfillment of their contractual obligations, and ensuring appropriate actions are taken to promptly remedy any deficiencies observed in contract implementation, scope or terms.

Essential Duties and Responsibilities: Interface with division/department project managers and staff, County attorneys, consultants, vendors, and the District leaders to create and update agreements, amendments, requisitions, and route attorney memos. Also respond to questions and information requests. Prepare and process project and contract-related documentation such as "front ends", project data summaries, contracts, Court items, and contract amendments. Record, manage, and maintain contract and project information records in the District databases. Verify vendors' tax status, SAM.gov exclusions, Form 1295, Insurance, Texas Board of Professional Engineers (PE) licenses, etc. Support the broader District team, to include the Commissioner's Court coordinator and procurement specialists, cross-training on their work and serving as a backup over time. Support contract performance management processes, to include capturing and documenting vendor performance information in the District systems. Review current processes and suggest improvements after training in process improvement and innovation techniques. Review and prepare correspondences, retrieve, files and upload documents. Process, route, and manage agreement and contract term renewals in systems to include, but not limited to, Oracle PeopleSoft, Oracle Unifier, and other workflow systems for agreement management. Import/scan supporting documents into the District's document repositories. Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements Education: Bachelor's degree from an accredited four-year college or university Experience: Three (3) years of experience in a legal environment or with agreement / contract administration functions. Equivalent combination of education and experience may be considered. Licensure: Valid Class "C" Texas Driver's License
Knowledge Skills, and Abilities: Excellent oral and written communication skills to advise and consult with various internal and external stakeholders. Strong attention to detail and outstanding collaboration skills. Proficient using Microsoft Office applications (Outlook, Word, PowerPoint, Excel, TEAMS, SharePoint, etc.). Ability to handle a multitude of various tasks at one time in a very fast paced environment within timeline constraints. Exceptional customer service skills. Ability and commitment to track and meet multiple deadlines and prioritize work. Strong decision-making skills where tasks require comparing alternative courses of action.
