Job Description and Duties Under the general supervision of the Assistant Chief (Accounting Administrator II Supervisor) for the Accounting Services Branch (ASB), the incumbent plans, organizes, directs, and evaluates the operations and accounting activities of an Accounts Payable (AP) unit. The incumbent develops and implements accounting methods and procedures consistent with control agency requirements and management objectives; provides technical advice and consults with departmental staff on AP processing activities; oversees the training and guidance of program and division staff regarding proper and sufficient documentation on payments; researches and resolves the most complex claims issues and consults with departmental management, control agencies, and other stakeholders as appropriate; reviews and responds to audit reports and findings involving claims processing and related issues; reviews legislation for fiscal impact/requirements and provides analysis and recommendations regarding claims processing issues.
Supervise staff engaged in the operational and accounting activities pertaining to various AP functions. These areas of responsibility include oversight of vendor payments such as legal settlements and the Department of General Services Government Claims Program, the processing of DFW 534 Accounting Service Request forms, Payroll Accounts Receivable, refund vouchers, Procurement-card voucher/transaction review and approval, oversight of rent and lease payments in the Financial Information System for the State of California (FI$Cal); including year-end accrual process and provide coverage for Front desk duties.

Working Conditions This position is headquartered in our brand-new state of the art high rise building located in downtown Sacramento.
Ability to use a computer keyboard several hours a day. Involves sitting most of the time but may involve walking or standing for brief periods. Time off may not be granted during the year-end Financial Statement period. Work with staff statewide to complete work assignments. Attend meetings and hearings. Hybrid teleworking. Ability to qualify for a fidelity bond. Demonstrated ability to act independently, open-mindedness, flexibility, and tact. Have excellent analytical skills, oral communication skills, and the ability to multi-task under pressure. Ability to work independently and as part of a team.
Work independently in a team setting. Create and maintain intermediate leveled MS Excel work sheet and word documents independently; identify, analyze, research, and solve problems as necessary; effectively and efficiently communicate with employees and outside vendors.
