St. Louis County, MN is seeking a Planning Manager to oversee the On:Site Wastewater Division. The incumbent will be responsible for the permitting and regulation of on:site wastewater treatment systems, oversight of the septic loan program, administering point of sale requirements, managing compliance and enforcement, and providing education. The salary range reflected above is the normal hiring range for 2019. The full salary range, including longevity pay, is 31.42 : 44.47 per hour.

Highly responsible administrative and professional work managing the On:Site Wastewater Division responsible for the permitting and regulation of on:site wastewater treatment systems, oversight of the septic loan program, administering point of sale requirements, managing compliance and enforcement, and providing education.

The incumbent will be required to be located and travel up to two days per week to either Duluth or Virginia pending location preference.

Distinguishing Features of Work
An employee in this class is responsible for planning, directing, managing, coordinating, implementing, monitoring and administration of an assigned functional area. Duties include directing the administration of programs, projects and business service delivery; strategic business planning; budget oversight; enforcement of policies; compliance with regulations; preparation of business documents; continuous improvement; and supervising assigned staff. The work is performed under the direction of assigned supervisory staff.

Minimum Qualifications (Pass/Fail):
Graduation from an accredited college or university with a Bachelors degree in environmental management, geology, biology, soil science, business, public administration, physical science, urban or regional planning or a closely related field and five (5) years full:time paid verifiable and increasingly responsible related experience where one (1) year was supervising or assisting in the administration of a related program; or, a Masters degree in environmental management, geology, biology, soil science, business, public administration, physical science, urban or regional planning or a closely related field and three (3) years full:time paid verifiable and increasingly responsible related experience where (1) year was supervising or assisting in the administration of a related program; or an equivalent combination of education and experience as determined by the Director of Human Resources and Administration. Possession of a valid drivers license.
