Overview: Oak Ridge National Laboratory (ORNL) is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. The Nuclear Nonproliferation Division (NND) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation project support and management, to research and development (R&D) pertaining to nuclear materials processing, management, and transportation. The Facility and Systems Security (FSS) group within NND at ORNL seeks applications for a Nuclear Nonproliferation Project Specialist. We seek candidates demonstrating experience with CBRNE nonproliferation/security systems. Work is available across a range of sponsors within the Department of Energy (DOE) National Nuclear Security Administration (NNSA); other sponsors may include the Department of State (DOS), Defense Threat Reduction Agency (DTRA), and Department of Homeland Security (DHS). If successful, the candidate will develop, manage and execute project work for sponsors, as suitable to their particular skill set.

Major Duties/Responsibilities: Conceive, develop and implement sponsor initiatives related to CBRNE nonproliferation and security. Coordinate extensively with federal sponsors, international partners, laboratory colleagues and other subject matter experts. Contribute subject matter expertise to the design and delivery of a wide variety of virtual and in-person engagements, including training, field and table-top exercises, brainstorming sessions, and presentations of project work. Track and control schedule, budget, and costs for project activities. Analyze data and information to assess the need for, progress of, or outcome of project work. Travel as needed to support domestic and international engagements related to work scope. Remain current on all relevant federal and laboratory training requirements related to travel, safety, and security, and maintain a strong commitment to the safe implementation of project work. ORNL is a lab that promotes sharing of unique interests, mentorship and community-building. Staff are expected to participate in ORNL programs and initiatives of interest. Basic Qualifications: We are seeking candidates with direct experience with CBRNE nonproliferation/security systems AND demonstrable skill in applying that experience. A wide range of scientific, technical, and/or project management activities can satisfy this requirement. The application basis could include radiation detection equipment, physical protection measures, CBRNE response technologies, among others. Qualifications must include: a graduate degree in an engineering, science or technical field; and a minimum of 5 years of experience with CBRNE security or nonproliferation initiatives. Excellent verbal communication skills are required to interact with colleagues, sponsors and vendor personnel; this includes a commitment to respectful and inclusive language. The candidate should possess leadership qualities commensurate with their level of experience. Responsibility and responsiveness are required. This job includes flexible scheduling, and the need for travel. The successful candidate must demonstrate their ability to set priorities, meet milestones and remain accountable, regardless of location. Excellent written communication skills are required. This job will regularly require the preparation of reports and presentations, as well as journal publications. The successful candidate will use their letter of interest for this position as a writing sample that clearly illustrates their particular skill set, highlighting examples of work product, leadership and problem-solving. A high level of facility with MS Office products including Word, Excel, Power Point and Teams is required. Experience with broadly useful platforms such as Tableau and Power Bi is desirable. A DOE Q clearance (or the ability to obtain a DOE Q clearance, which requires at a minimum U.S. Citizenship or status as an LPR [Lawful Permanent Resident]).

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
