Position descriptionEstablished in 1992, CLDP is a division of the U.S. Department of Commerce that helps achieve U.S. foreign policy goals in developing and transitional countries through commercial legal reforms. CLDP's technical assistance programming draws upon highly-experienced regulators, judges, policymakers, business leaders and attorneys from both the public and private sectors to deliver results that make meaningful and lasting changes to the legal and business environments of our host countries.
Duties
CLDP is looking for an energetic, innovative and results oriented individual who will enjoy working in a dynamic, fast-paced and mission driven organization as an International Program Specialist (IPS). The primary geographical focus of the International Program Specialist's work will be Eastern Europe. The work may require travel to countries throughout Europe & Eurasia and other regions throughout the globe.
The incumbent will perform duties such as:
• Liaising with government officials, regulators, judges and other high-level diplomatic, community, and business leaders in foreign countries.
• Assisting attorneys with the design and implementation of technical assistance programs related to the rule of law;
• Analyzing the impact of programs and writing reports to the U.S. Department of State and other government agencies identifying CLDP's activities and achievements;
• Identifying and securing the logistical support needed to execute technical assistance programs through multiple procurement mechanisms;
• Developing, planning and preparing overall program budgets based on interagency agreements including tracking budgets as expenditures occur and notifying funding agencies of spending rates;
• Traveling overseas to prepare and implement trainings, workshops and consultations;
• Monitoring federal regulations and departmental policies to ensure that all CLDP plans and expenditures comply with the relevant requirements.
QualificationsApplicants must possess one or more years of specialized experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additionally, applicants must be able to satisfy the below qualifications:
• Ability to communicate effectively, orally and in writing, with peers and high-level U.S. and foreign officials;
• Ability to manage program budgets, complex logistics, and complete procurement requests; 
• Applicants with proficiency in a regional language (Ukrainian, Romanian, or Russian) are strongly encouraged to apply.
• You must be a U.S. citizen to apply for this position. 
• Must be eligible for a secret clearance. Following a Conditional Offer of Employment, selectee must undergo a background investigation for a Secret security clearance.
