The Position
Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.
Incumbents perform in a trainee capacity and acquire the knowledge, skills and abilities required in this occupation. The Office of Financial Assistance (OFA) within the Bureau of Administrative Services of the Nevada Division of Environmental Protection administers the Safe Drinking Water and Clean Water State Revolving Funds. These programs provide EPA mandated support to entities within Nevada that provide safe drinking water, manage wastewater, oversee stormwater, and protect non-point source waters. To that end, these programs operate similarly to lending institutions, providing both low-cost loans and principal-forgiveness loans to water systems throughout the state. This program also administers the Nevada Capital Improvements Grant Program. The purpose of this position is to assist with the scientific aspects of OFA's loan programs, including interagency coordination, regulatory revisions, public education and outreach, ensuring program compliance with federal and state regulations, and all reporting requirements. The primary responsibility of this ES III will be conducting environmental reviews and making determinations on the environmental impacts of new projects. This will involve independent coordination with federal and relevant state agencies to ensure OFA federal funding conditions are maintained. The ES III will also be responsible for project support and outreach related to the technical components of all OFA programs. The ES III will be responsible for conducting independent periodic site visits, coordinating information and compliance to the federal Davis-Bacon Wage Act, the State Prevailing Wage requirements, and federal procurement requirements. The ES III will need to understand complex program requirements and will need to communicate these to borrowers through all phases of the projects.
The position will also be responsible for analyzing and conducting reviews of the effectiveness of capacity development and funding to underserved communities. The ES III will need to make recommendations to enhance OFA's efforts to increase capacity in water and wastewater systems and make sure that OFA programs are effectively reaching underserved communities throughout Nevada. Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field; OR graduation from high school or equivalent and two years of technical environmental experience which involved assisting in environmental program research and planning; OR an equivalent combination of education and experience as described above. Special Requirements A valid driver's license is required at the time of appointment and as a condition of continuing employment.
