McIntire Solutions, LLC is seeking an Expert Cyber Engineer to support a new program that has been established for an enterprise-scale IT system which will allow dissemination and collaboration across the IC on sensitive technical intelligence products. The new system will be cloud-based, hosted from C2S, and available to authorized users across multiple IC networks. In addition to text-based intelligence reporting, the system will support dissemination of advanced intelligence products including video, maps, data, and other interactive product formats. The effort will integrate security features to protect the most sensitive data, while allowing authorized users the flexibility to collaborate with and share data within secured channels.
The team is currently seeking experienced professionals to staff our new program office and move the conceptual system into operations. We are seeking self-starters, comfortable working on small teams in a fast-paced environment. Because this is a new effort, we need people experienced in program starts and IT systems development. This is a high-visibility, broad-based program with multiple senior stakeholders. As such, we need individuals who are strong communicators and comfortable working at senior levels of the organization.
Conducts information technology (IT) oversight to include systems engineering, integration, technical performance analysis, governance and IT policy.
Assist with developing strategic goals and objectives; ensuring technical feasibility with respect to strategy; developing and maintaining knowledge management repository; assist with project planning and management; provide program and enterprise integration of projects.
Support strategic planning to align with the NIST Cybersecurity framework. Support A&A and RMF process, to include coordination, tracking and developing implementation milestones and metrics to track progress.
Identify and assess IT capabilities and provides enterprise- based technical and implementation recommendations; coordinate and facilitate technical exchange meetings; provide technical subject matter expertise at meetings; develop and manage incorporation/integration of IT solutions into multiple enterprises, including defining/mitigating issues, decision points and other dependencies; assess architecture to determine issues; develop data engineering strategy; define test plans and evaluation strategies.
Develop recommendations for incorporation of new technologies; develop evaluation criteria to assess emerging technologies; evaluate how technologies could interface with existing or proposed solutions; develop transition plans to incorporate new technologies.
Develop IT policies and support governance and decision- making; develop and oversee projects from development through O&M; provide strategies to account for multiple development methodologies (e.g., Software Engineering Lifecycle, agile etc.).
Skills working with individuals and organizations of varying levels and types (including Sponsor, Industry, and Academia); ability to provide individual technical contributions as well as within a team construct.
Perform complex analyses and to communicate the results using accurate, concise, and effective writing and through descriptive and graphical representations. Provide briefings, papers and presentations (written and oral) to include experience briefing at senior levels.
Must have a current/active TS/SCI and Full Scope Polygraph.
Requires minimum of 10+ years of demonstrated relevant cyber security experience
Possess IAT-II (CCNA Security, Cy SA+, GSEC, Security +CE, SSCP) or IAM-II Certification (CAP, CASP CE, CISM, CISSP, GSLC).
Knowledge of the following areas required: understanding of the NIST Cybersecurity Framework, NIST 800-53 and NIST 800-171 security controls, security practices and procedures; knowledge of Cloud system design, knowledge of privacy data security control implementation and implications to a system,
Knowledge of current security tools available; hardware/software security implementation; encryption techniques/tools; familiarity with commercial products, current FedRAMP requirements, and civil government agency cyber security requirements.
Working understanding of DoD/IC system security control requirements. Knowledge of cybersecurity principles and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation).
Knowledge and experience of information systems security policies and practices, computer science, state-of-the-art security tools and applications, and a thorough knowledge of IT architectural concepts and frameworks.
Experience with XACTA, Microsoft Office Suite products and briefing senior leadership.
Demonstrated experience with HP Fortify Software Security Center, Assured Compliance Assessment Solution (ACAS), and familiarity with Firewalls, Intrusion Prevention Systems, and/or enterprise Antivirus software technologies.
Customer-service and goal oriented.
Excellent oral and written communication skills. Ability to develop and present technical presentations to senior-level leaders.
Ability to work independently and as a team member under tight deadlines with changing priorities.
B.S. degree in a technical field (Computer Science, Cybersecurity, Computer Engineering, Information Assurance or a related discipline); degree reduces overall experience requirement to 7+ years.
IAT-III (CISSP, CASP CE, CCNP Security, CISA, GCED, GCIH) or IAM-III (CISM, CISSP, GSLC) Certification.
CND-AU Certification (Certified Ethical Hacker, Certified Information Systems Auditor or GIAC Systems and Network Auditor).
Technical certification (e.g., AWS Certified Cloud Practitioner, Microsoft Certified Solutions Expert, Certified Information System Security Professional etc.).
Experience in Cloud Security Practices.
Ability to apply advanced principles, theories, and concepts; contribute to the development of innovative IA principles and ideas.
Enable assurance for information security during all phases of agile software development and deployment.
Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness.
