POSITION OVERVIEW: The Regulatory & Government Affairs Division is responsible for leading, planning and managing as it relates to policy changes for both core mission and administrative requirements. Division acts as counselor to senior leadership on Minority/Woman Business Enterprise (MWBE), contracts, policy and develop strategies to implement Commissioner Court priorities. Division maintains compliance by ensuring policies, procedures, processes, and controls are in-place. The Contracts Specialist position is responsible for processing and tracking workflows around contracts and subcontracts across diverse project types within Harris County from the initial draft through the completion of the project execution phase. The position will report to the Division Leadership for the relevant service line duties.
Duties and Responsibilities: Process contract drafts and track responsibility for legal and commercial review of subcontracts (including services agreements and purchase orders).
Track, organize, and save documents in appropriate file locations.
Assist with populating contract templates with appropriate project and third-party information and distributing them to internal stakeholders and third-party partners for their review and comment.
Evaluate compliance with contractual terms and support project operations and legal personnel as needed for contract interpretation, notices, and change orders.
Review and verify terms of certificates of insurance received from subcontractors and other third parties.
Perform special projects and complete other duties as assigned or requested.
Review, evaluate, and approve specifications for issuing and awarding bids.
Review purchase order claims and contracts for conformance to County policy.
Resolve vendor or contractor grievances and claims against suppliers.
Administer online purchasing systems, as needed.
Analyze market and delivery systems to assess present and future material availability.
Participate in the development of specifications for equipment, products, or substitute materials.
Prepare reports regarding market conditions and merchandise costs.

  This position is subject to a criminal history check. Only relevant convictions will be considered and, even when considered, may not automatically disqualify the candidate. Education and Experience: Bachelor's degree or equivalent; related work experience may be substituted.
5+ years of contracts experience in the government/construction/services industry required, with a focus on contracts and subcontracts management.
Experience related to Engineering, Procurement, and Construction projects required.
Knowledge, Skills, and Abilities: Strong written and oral communication skills.
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
Ability to read and comprehend construction documents and engineering studies.
Ability to exercise flexibility in shifting priorities, demands, and schedules.
Licensure: A valid Texas driver's license is required and the ability to drive a County vehicle to various job sites as necessary.

Position Type and Typical Hours of Work: Monday - Friday, Subject to early mornings, evenings, weekends & holidays as needed
Salary: Commensurate with experience
Based on 26 pay periods
Location: 1111 Fannin St, Houston, TX 77002 12TH Floor
Physical Demands: This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
