Description of Job The Work Unit The mission of the Prevention Services Division (PSD) is to improve the health, well-being, and equity of all Coloradans through health promotion, prevention, and access to health care. PSD works with public and private partners/stakeholders and funders across Colorado to improve the health of all Coloradans. Division professionals apply a population health and equity lens to their work, implementing evidence-based and informed strategies within a framework of performance management to optimize equitable health outcomes. The Fiscal, Contracting, Compliance and Operations Branch (FCCO) within PSD provides support to all programs within the Division, offering services that include fiscal management and oversight, procurement and contracting development and oversight, compliance monitoring and operations support. The branch provides division-wide training, forms, policies and procedures for all the Division's business operations including all fiscal, compliance and contracting workflow. The branch maintains access to all department systems and houses super users for department systems including KRONOS, Cornerstone, CORE, and more. The branch provides support for all division operations functions including the creation and management of division operations, personnel liaison functions, organizational charts, and more. The branch is responsible for building, maintaining, and implementing all systems, processes, policies, and procedures to support the functions listed above. The branch is responsible for producing financial records, and tracking internal and external expenditures totaling over $200 million division-wide. The branch is responsible for the preparation of hundreds of contracts and purchase orders each year as well as compliance monitoring activities of grant funding passed through to external agencies.
The Position
The Division Budget Analyst is responsible for budgeting, tracking, balancing, monitoring, reporting, and managing all monies for assigned branch programs/grants. Must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. Provides budgetary and financial support to all levels of division management including offering fiscal recommendations and frequent independent decision-making, assists in the achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis to the central budget office for submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Must meet one of the following or any combination of experience/education to meet the qualifications: Six (6) years of professional experience in budget analysis, budget development and implementation, policy development and implementation, public or private sector management, or administration, and must have budget formulation, execution and analysis skills. OR Graduation from an accredited college or university in accounting, business, business administration, finance, public administration, or a closely-related field. AND


Two (2) years of professional experience in budget analysis, budget development and implementation, policy development and implementation, public or private sector management, or administration, and must have budget formulation, execution and analysis skills.
Substitutions: A master's or doctorate degree in accounting, business, business administration, finance, public administration, or a closely-related field may substitute for the required experience on a year-for-year basis. Preferred Qualifications and Essential Competencies The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
1. Previous state government budgeting and legislative experience in a large organization with budget amounts of $50million or greater
2. Ability to assemble financials from a variety of sources and organize data into compelling reports to analyze obtain business objectives, utilizing spreadsheets, word-processing, or other software
3. Knowledge of the federal cost principles and grant management requirements
4. Knowledge of and experience with the Colorado Operations Resource Engine (CORE) and Performance Budgeting (PB) or similar governmental financial management system
5. Knowledge of the Fiscal Rules for Colorado
6. Prior experience supporting, monitoring, and ensuring compliance with Federal and State contracts, grants and funding streams
7. Ability to analyze data and use the data to persuade others and gain cooperation
8. Knowledge of the legislative budgeting and fiscal note processes
9. Prior experience in policy and financial analysis related to health and/or environmental issues
10. Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times
