The City of Dallas is currently seeking applicants for an Assistant Director of Public Works. This position is responsible for the financial and budgetary management including development, oversight and reporting on the department's annual operating budget, Capital Improvement budget and other federal- and state-funded projects as required. In addition, the position is responsible for daily operational functions including payment processing, fixed asset reporting, records and internal control management, and other general administrative functions.

Essential FunctionsSupervises through subordinate staff the hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.

Regular, reliable and punctual attendance is an essential function of the job.

Reviews budget allocation, employee assignments, objectives, and performance of subordinate managers and supervisors. Recommends changes to Director, and makes reassignments of resources.

Coordinates programs and resource allocations with department executives, and executives in other departments.

Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services.

Evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.

Reviews and approves personnel actions including hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.

Manages and coordinates special research requests and coordinates responses to the City Manager or City Council to provide accurate and timely results.

Oversees administration of the department including department's operating budget; recommends changes to Director to resolve budgetary problems.

Identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication and accountability.

Represents the City at local, state and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.

Supervises through subordinate staff the hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.

Regular, reliable and punctual attendance is an essential function of the job.

Minimum QualificationsQualified applicants must have a Bachelor's degree in business or a related field such as accounting, finance, etc. Must have a minimum of six (6) years progressively responsible work experience including two (2) years general management and supervisory experience.
Knowledge, Skills & AbilitiesThorough knowledge of business principles, practices and techniques used in department management.

Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.

Skill in oral and written communication.

Ability to work with a diversified group of individuals.

Ability to establish and maintain an effective rapport with all levels of city management, city officials, vendors, contractors, promoters, media, community business organizations, various associations and the general public.

Some positions may require knowledge of marketing and contracting regulations for municipal governments, and ability to negotiate contracts.

Applicants must also have a thorough knowledge of principles and practices of accounting, budgeting, personnel procedures, business principles and the principles of supervision and occupational safety and health administration (OSHA) rules, regulations and procedures. They will also possess the ability to negotiate and resolve sensitive issues with public contractors, business owners, regulatory agencies and other city departments in a tactful and diplomatic manner; establish and maintain working relationships with people of different socio-economic backgrounds; and the ability to interact with a variety of citizens and interest groups.
