DESCRIPTION OF WORKThis position is assigned to the Driver and Vehicle Services Applications Division, Bureau of Solutions Management(BSM). The Applications Developer 2 is responsible for the integration of the MVDLS (Modernized Vehicle and Driver License System) Project using a phased in approach of specific subsystems and CARATS. These systems have been prioritized for this initiative using newer technologies within the Vehicle Titling and Registration (VR) applications.
In addition, the Applications Developer 2 actively participates in the systems development initiatives and supports the systems development life cycle (SDLC) of mission critical applications to support PennDOT Driver and Vehicle Services.
The Incumbent serves as a team member for the re-engineering of large, highly-complex core systems of the MVDLS (Modernized Vehicle and Driver License System) projects dealing with the Commonwealth Automated Registration and Titling (CARATS) System. Specifically, the incumbent is responsible for the duties below:
-Perform all duties in a professional manner within both the capacities of a team member and as an individual by maintaining an effective working relationship with workers in projects and application stakeholders. Those of which include all level of workers from front-line or clerical through senior management.
-Serves as liaison between application stakeholders and IT resources. Application stakeholders are from within PennDOT, Commonwealth and external business partners.
-Serves as a technical point of contact for the assigned re-engineered MVDLS applications.
-Serve as a team leader of both PennDOT and contractor team members on system application development and maintenance activities. This includes assigning and reviewing work and assuming responsibility for quality, schedule and budget.
-Responsible for reporting time spent on Project Activities using PennDOT's project management tool, Office 365. All BSM personnel are required to submit weekly accurate timesheets with in the established guidelines.
-Collect and analyze required business and technical application development requirements, including change requests, enhancement requests and defect reports.
-Prepare detailed instructions describing the manner in which data is to be processed, the desired results to be produced, formats and sequences of output data, methods of storage, file manipulation, data retention and other information pertinent for programmers.
-Coordinate/participate as needed in the MVDLS project applications development activities and assume responsibility for meeting stakeholder needs and for compliance with Commonwealth and enterprise standards.
-Coordinate all phases of the application testing process, including unit, system and end-user acceptance testing consistent with system performance/volume testing and implementation plans.
-The individual assigned to this position is expected to possess experience and skills in SDLC tools and products including but not limited to those 4th Generation languages such as JAVA and Relational Databases.
-The individual assigned to this position is expected to acquire a basic knowledge of COBOL, TSO, IMS and DB2 to be able to assist in research and design of the (VR) Vehicle Titling and Registration applications as they are transitioned to the newer technologies.
-The individual will be expected to assist with the support of other VR Applications including, but not limited to CARATS, DP500, ELT, NMVTIS, Finalist, Emissions, Placards, DAS, CLEAN, Inspections, Financial Responsibility, eGov, Gatekeeper, Check Exchange, Tag Interrogations, FTP/Interfaces, CMV, EDMS, .Centric Inventory, Reports & Correspondences, Batch, Security and Technical Architecture. This also includes any legislative directive for analysis and coding assignment.
-Responsible for problem determination and resolution within own realm of the MVDLS applications as required to maintain production system availability on a 24 hour, 7 day week basis.
-Prepares and maintains current system operational procedures, documentation, processes and equipment in accordance with enterprise standards. Acts as a system subject matter expert in developing and delivering training to appropriate personnel on the newly developed systems.
-May serve on various work groups, committees, task forces or other such groups on behalf of specific application(s), the Bureau or the Department.
-Perform other related duties as required.
-Responsibilities and duties are carried out in accordance with Commonwealth and Department policies, plans, practices, procedures and with direction by the Director of the Bureau of Solutions Management(BSM). General and specific instructions are received from the Application Developer Administrator. Any matters regarding other non-assigned applications, other Commonwealth agencies, external business partners, fiscal, financial, policy or legal issues shall be directed to the supervisor who may defer to the incumbent, take appropriate action or refer the matter to appropriate individuals or organizations. All decisions, policies and procedures made or set by the incumbent may be altered or vacated by the supervisor and superiors.

Minimum Experience and Training Requirements:One year as an Applications Developer 1 or Computer Programmer 3; or two years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or four years of information technology experience that includes two years of experience in applications development or applications maintenance; or a bachelor's degree in any information technology field.
This position requires a minimum of four years of full-time experience in Java, Java Script, and Web Services.
