Position Summary: Serves as Transportation Assistant for personnel regarding the shipment, receipt and/or storage of personal property and household goods.
Provides advice and information to military personnel, DOD civilian personnel and their dependents regarding receipt of member's personal property. Determines entitlements of military personnel, their dependents, and civilian employees in connection with domestic and international shipment, delivery, storage. diversion, and reshipment of household goods, unaccompanied baggage, privately owned vehicles, mobile homes, and boats. Gives advice relative to entitlements and responsibilities in connection with shipment applications. Reviews applications, orders, and other documents for completeness, accuracy, and legality of entitlements. Advises member or dependent regarding shipment of special items, the liability of the commercial carrier for loss and/or damage of these items, availability of additional insurance from the carrier, and advises member of excess costs involved in the shipment of such items. Computes excess cost for service members released from active duty who have shipments that are overweight or have excess distance. Collects excess costs from service member when warranted. Arranges for property to be released for shipment. Computes costs for comparisons when property owner wants to make two shipments of household goods or part of the household goods as Government Bill of Lading (GBL) shipment and part as a Personally Procured Move (PPM)/Do-it-Yourself (DJTY) move. Computes estimated excess cost for active duty member who have excess weight and/or distance. Computes GBL cost for Civilian Personnel Office when a civilian is moving at government expense. Computes proportionate costs to be borne by owner resulting from excess weight, distance, and/or storage Issues DD Form 139 (Pay Adjustment Authorization) for collection of excess charges Receives and reviews advance shipping documents to determine appropriate arrangement and disposition. Screens Orders for correct appropriation and authorization for shipment. Reviews completed applications. Considers estimated weight, cost factors, origin, destination, current regulations, and interests of the government and owner in determining mode of shipment. Secures pertinent data from inbound personnel for inclusion in file such as origin and destination of shipments, numbers of shipments, date of availability of housing, etc. Ascertains the mode of transportation, makes comparison of costs between commercial van, commercial container, and government container methods. Receives "Best Value Rate Tenders from Surface Deployment and Distribution (SDOO). Responsible for determining the most efficient and economical rates and routes for shipment and/or storage of household goods, unaccompanied baggage, personal effects, and/or mobile homes. Ensures household goods are stored in accordance with the Department of Defense Regulation 4500.34R. paragraph 21(4)(d), based on lowest cost and soldier's needs. Routes and books shipments in the Transportation Operational Personal Property System (TOPS) and Defense Personal Property Systems (DPS). Maintains routing records with accurate data as shipments are accepted or refused for audit trail purposes. Distributes documents, assembles forms provides instructions for shipping Privately Owned Vehicles (POVs) overseas, obtains statements from customer with attempted pickup or delivery, prepares daily statistical reports, receives visitors and refers to correct person. Submits request to SDDC for solicitation of mobile home earner. Notifies members when bid is received to inform of excess costs owed . Keeps in daily contact with the member until home arrives at destination . Ensures overseas household goods are routed in accordance with the International Through Government Bills of Lading
(ITGBL) procedures based on lowest cost/best value and members' needs. Distributes tonnage in accordance with Department of Defense Regulation 4500.34R, ensuring the primary carrier receives his percentage and equalization carries receive the remaining tonnage equally. Conducts and counsel's property owners regarding inbound entitlements authorized such as temporary storage, local delivery limits and claim procedures to recover losses for damaged household good items. Receives, reviews and processes correspondence, orders, and applications to move property from residence and non-temporary storage. As appropriate, authorizes and arrange placement of property into temporary storage to, from and between living quarters. Coordinates and arranges disposition of inbound personal property shipments (household goods, unaccompanied baggage, mobile homes, and privately owned vehicles). Informs member of status of personal property. Experience and Education: Must have a high school diploma or equivalent. Ability to qualify and obtain a state driver's license. A minimum of I-year experience in a related field is required. Physical Requirements and Work Environment: Majority of work is performed in an office environment. Safety shoes and or gear will be worn in designated areas.
