­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­Announcement # 2023-209 Social Worker II Nak Nu We Sha Department of Human Services Hourly Wage: $20.68-$23.72/Regular/Full-Time Performs case management of services provided to children and families. Assesses risk of child abuse, neglect, and out of home placement. Provides crisis counseling to children, Youth and families relative to placement. Prioritizes steps for reunification throughout the life of a case, unless to do so, causes the child further duress. Work involves unusual and After-Hours duty in the event of crises and may include overnight situations. Must be able to work independently using professional judgement to make decisions within established policies, procedures, and professional standards. Work entails traveling to transport and/or meet with clients assigned to caseload, and must be able to provide court reports as well as attend court hearings in a timely manner. Work entails attending trainings and meetings as assigned. Work includes following the chain of command and be able to maintain confidentiality on behalf of NNWS clients and their families. This position is a Social Worker II level but management may consider filling the position with a Social Worker I level to be promoted to the Social Worker II level upon successful completion of an on-the-job training plan. Including other duties as assigned.
Examples of Work Performed: Participates in program case staffing, LICWAC, FTDM, and/or multi-agency case staffing. Develop and implement appropriate service plans and agreements with clients that are goal directed. Plan include specific behavioral objectives, which are measurable and time limited. Upon consultation with the Yakama Tribal Prosecuting Attorney, prepares cases for court proceeding, prepares and presents written and oral testimony along with court report and supporting documentation. Maintains case management services to facilitate out-of-home placement and services needed for continual out-of-home care may include guardianship, long-term foster care or other arrangements. Refer clients for psychological, psychiatric, and medical evaluations and treatment provides information on community services. Coordinates regular family and sibling visitations and may need to supervise visitation at times. Coordinates and provide transportation to clients. Must conduct health and safety visits to children on case management assignments every 30 days and/or as YN Children's Court order mandates. Participates in advanced program and non-program training; mandated RCT CORE Indian Child Welfare Act training, and trainings that apply to the population of children NNWS serves. Must submit monthly client data to program manager and case manager supervisor. Knowledge, Skills and Abilities: Knowledge of Yakama Nation Culture and Traditions. Knowledge of principles, practices and professional standards of social work case management. Knowledge of Yakama Tribal systems utilized to deliver services to children and families. Knowledge of Tribal, federal and state laws, policies and guidelines that govern services to vulnerable children and families. Knowledge of the Indian Child Welfare Act and Native American Children's Safety Act and Adam Walsh Act. Knowledge of risk assessment policies, procedures and practices. Knowledge of group dynamics as applied to family counseling and child development. Knowledge of court procedures and role as an expert representative in court proceedings. Knowledge of multi-disciplinary team processes. Ability to maintain professionalism with co-workers, clients, associates, and the general public. Ability to work in a cooperative and sensitive manner with clients and groups. Ability of organize, prioritize, and manage a large caseload on a daily basis. Ability to present material effectively in written and oral form. Ability to work independently and productively. Ability to work under stressful situations. Ability to maintain strict confidentiality. Ability to follow Chain of command and Yakama Nation Personnel Policies. Minimum Requirements: Bachelors Degree in Social Work, Human Services, or related field. Two years work experience as a Social Worker I or related field. Required to pass pre-employment drug test. Required to pass pre-employment criminal background check. Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit. Must be a role model to children and families. Must possess a valid CPR/HIV card or ability to obtain one within six months hire. Must show and attend CORE Social Worker Certification. Enrolled Yakama Preference, but all qualified applicants are encouraged to apply. Preferred Requirements: Masters Degree in Social Work, Human Services, or related field. PRE-EMPLOYMENT DRUG TEST : Is required for Pre-Employment with the Yakama Nation. During employment, tribal employees are also subject to random testing (YN Personnel Policy Manual, Chapter 2.9.6, Section (a), (g), Alcohol and Drug-Free Workplace Policy).
TRAINEE : The Yakama Nation reserves the right to practice Indian Preference by selecting an Indian applicant as a trainee at a reduced pay rate than announced. A training plan is developed to assist employee to reach required qualification requirements and performance level. After completing training plan, work performance will be evaluated. Upon satisfying qualification requirements, employee will obtain entry level pay.
INDIAN PREFERENCE : In efforts to practice Self-Determination, the Yakama Nation grants Indian Preference for employment, promotions, and transfers to its employees and qualified applicants as appropriate. This may limit career opportunities for non-Indian applicants and candidates.
Preference for employment will be granted to qualified individuals meeting minimal qualification criteria in the following order pursuant to the YN Personnel Policy Manual Section 2.1.3:
10-points= Enrolled member of Yakama Nation. 8-points= Indian (enrolled) spouse of an enrolled Yakama member. 6-points= Other Indian (member of a federally recognized tribe). 8-points= Indian (enrolled) descendant of enrolled Yakama member. 2-points= Non-Indian spouse of an enrolled Yakama member. 0-points= Non-Indian. Personnel Policy Manual Section 2.1.4:
Positions funded under non-638 federal funding: 8-points= Indian (member of a federally recognized tribe). VETERAN PREFERENCE : Is pursuant to Section 402 of the Vietnam Era Veteran's Readjustment Assistance Act of 1974. For verification, must provide a copy of honorable DD-214.
