The Information Technology Directorate is seeking an innovative individual to facilitate the expanding MSTS Maximo environment. The development projects will demand a high degree of technical and creative complexity from you, and strong communication skills are required to fulfill the needs of your internal functional customers.
Key Responsibilities Govern complex in-house software development projects with no technical supervision. Architect long term deployment strategy for apps team, maintains the technological portfolio of the team, and aids customer in properly allocating projects to solutions based on customer need, fit, and long-term strategic vision. Develop apps, utilities, and interfaces primarily with .NET 6+ and ASP.NET Core (MVC, Blazor Server/WASM, Web API) Manage projects and team responsibilities using agile methodologies such as Scrum. Delegate tasks to junior developers, however, will not function as a direct supervisor. Set architectural and coding best practices for the team, including documentation standards. Also assists with maintaining SLA and documentation methodologies for future auditing/records purposes. Direct code review and approving CI/CD deployments to production environment. Maintain currency with the latest development best practices, software development tools, cloud and container technologies, and keeping the team informed. Champion cross-departmental collaboration with Cyber Security, Server, Network Infrastructure, Desktop, and Database teams. Build apps from an "enterprise" perspective, taking into consideration: security, high-availability, disaster recovery, SOC logging/monitoring, ease of maintenance, developer velocity. Perform other duties assigned by Management. Due to the nature of our work, US Citizenship is required for all positions. Bachelor's degree in a computer related field or equivalent computer-related experience with at least 12 years of relevant, progressively responsible experience. 8 years of experience developing enterprise applications with .NET (.NET Framework and/or .NET Core w/C#), Java, or JavaScript preferred. 3-5 years of experience minimum in lead or architectural capacity desired. The successful candidate must demonstrate mastery knowledge of API, webhooks, and/or callback integrations. Most demonstrate Expert/mastery knowledge of at least three of the following: Maximo, ServiceNow/JavaScript, .Net development, Opentext, SQL/Oracle database integrations, cloud deployments (SaaS/IaaS), containerization. Experience building apps in an enterprise environment with SQL Server and Oracle relational databases. Experience debugging and troubleshooting issues on various applications. Experience developing apps with both Windows and Linux servers. Preferably 1-2 years of experience deploying applications in a containerized environment. Preferably 1-2 years of experience with Azure and/or AWS The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work schedule for this position will be 4/10's, Monday – Thursday (subject to change). Personnel may be requested by leadership to work more than 40 hours per week due to projects, activities, and emergencies; critical operational demands may occasionally require off-shift work. Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver's license. Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ' Identity, Credential, and Access Management ,' and Supplemental Directive NNSA SD 206.2, ' Implementation of Personal Identity Verification for Uncleared Contractors .'

Annual salary range for this position is: $132,662.40 - $205,628.80. Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
