Position Summary: Moraine Park Technical College is seeking a full-time Purchasing Manager on the Fond du Lac Campus. The Purchasing Manager provides strategic direction and oversight to support procurement and is responsible for the Procurement major processes.
The successful candidate will have a Bachelor's degree in Business Administration (or related field) and three years of purchasing experience. If you have experience in governmental purchasing, electronic procurement or knowledge of contract law, that would be a plus! It would be also be beneficial if you had any educational coursework in purchasing or were a Certified Purchasing Manager (CPM).

Responsibilities: Serve as the District purchasing agent; manage the purchasing activities of the College. Provide leadership, direction, and coordination of the purchasing activities to ensure value-based procurements are obtained at the lowest possible cost while complying with applicable regulations and guidelines. Annually review procurements, analyze and report results per Administrative Rule TCS 6.05(2)(h). Prepare and maintain purchasing policies that are in alignment with statutory policies and state and federal regulations. Facilitate partnerships with employees, state purchasing and accounting personnel, vendors, and purchasing agents from other Districts. Develop formal and informal bids, quotes, and proposal processes by assisting employees with writing bid specifications for purchasing goods and services (i.e. Supplies and equipment). Manage the procurement of furniture to include design coordination for capital projects and updates to the furniture rotation plan. Manage the disposal of surplus property in cooperation with budget managers. Experience & Qualifications: Excellent written and verbal communication skills to communicate clearly and effectively with end users, colleagues, and management to provide a complete and timely explanation of issues and decisions to ensure customer satisfaction. Ability to take initiative, work independently with little supervision and make sound decisions with minimal direction. Strong organizational and time management skills, including the ability to prioritize special projects with routine assignments. Ability to establish and maintain effective working relationships with internal and external customers. Ability to collaborate and work effectively as part of a team. Hiring Range: $66,823 - $83,529
Starting: July 2024
