Propel Business Transformation Assistant Manager (Project) Location Hybrid remote in Olympia, WA : Description About WSDOT Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. The Opportunity WSDOT is currently seeking to fill a Business Transformation Assistant Manager position on the Project Propel team. The mission of Propel is to modernize, reimagine, and transform administrative business functions and technology related to finance, procurement, budget, human resources, and payroll. Project Propel is supporting One Washington's efforts to replace TRAINS and other WSDOT systems with an enterprise system, Workday. The Propel Business Transformation Assistant Manager supports all business transformation activities and acts as a lead over all business transformation workstreams on Project Propel. This position is responsible for coordinating with all WSDOT regions, programs, and divisions to ensure that all business transformation activities required to support the successful implementation of Workday are completed on time and within budget. This position is also responsible for identifying risks and issues that could impact successful implementation, and for working with Propel Administration to mitigate those risks and issues. What to Expect This is a project (limited duration) appointment expected to last through December 2025. Among the varied range of responsibilities held within this role, the Propel Business Transformation Assistant Manager will:
Assist the Propel Business Transformation Manager in leading all business transformation activities and managing workstream resources, and executing objectives identified by Propel's Business Transformation Manager. Act as a lead worker for all business transformation workstreams. Manage RAID (risk, action, issue, and decision) log items assigned to business transformation team. Monitor that overall project deliverables are included in the integrated schedule. Assign project tasks and ensuring all business transformation workstream deliverables are completed timely. Be responsible for coordinating with impacted users of financial systems across all regions, programs, and divisions to ensure business requirements are addressed. Effectively engage staff, especially non-fiscal users of financial system, to ensure their needs are adequately represented; assists non-fiscal users in understanding complex financial requirements and how they impact their work. Manage Propel's Business Process Reviewer and Power User Networks, and coordinate stakeholder outreach with Propel's OCM workstream; manage data cleansing initiatives with impacted stakeholders. Act as the primary point of contact for FHWA to obtain approval of TRAINS 4.0, the upgraded version of TRAINS, and the new statewide financial system, Workday. Coordinate required business transformation activities with the OneWa Transportation Lead and ensure issues with business processes and roles are identified and mitigated. Maintain Propel/OneWa Dependent Deliverable Agreement (DOA) list as required by the lnteragency Agreement with OneWa. Be responsible for coordinating with other Propel workstreams (i.e. Software Quality Assurance, Organizational Change Management (OCM), Technology Implementation, etc.) to ensure the business transformation team stays in alignment. Be responsible for identifying and addressing risks and issues. Works with Propel Administration and Propel Sponsors to ensure adequate mitigation plans are in place to ensure risks and issues don't negatively impact project schedule, scope, or budget. Qualifications To be considered for this opportunity, the following are required: Bachelor's degree, with concentration in Business Administration, Accounting, Information Technology, or similar field. Minimum of five (5) years of recent experience working in complex organizations, to include two (2) years of experience working on complex financial or administrative systems implementation. OR Nine (9) years of recent experience working in complex organizations, to include two (2) years of experience working on complex financial or administrative systems implementation. Required skills and competencies include: Knowledge and understanding of complex financial applications and systems. Exceptional analytical skills. Exceptional oral and written communication skills. Strong organizational skills with the ability to manage multiple projects simultaneously. Ability to work independently and in a team environment. Ability to work in a high stress environment with multiple competing priorities and deadlines. Ability to provide excellent customer service, including interacting with customers through verbal, written and face-to-face communication, including periodically at their location, to strengthen working relationships with our customers. Ability to understand and operate in WSDOT's authorizing environment. It is preferred that qualified candidates also have: Experience with WSDOT financial systems (i.e. TRAINS, CAPS, etc.). In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
