Job Summary The Program Support Manager providing supporting functions both the Estimating & Planning Department as well as the Project Execution Team, both being a part of the Programs Division. This position reports directly to the Vice President of Programs while providing support, oversight, and oftentimes mentoring to employees in both the Estimating and the Project Management teams.
Must be an excellent communicator and leader to establish and maintain working relationships with different stakeholders, including owners, managers, estimators, engineers, subcontractors, supervisors, and production workers.  Must have experience and knowledge of government contracts, estimating methods, project scheduling, and be comfortable negotiating contract changes with the customer. Must have experience onboard ships as well as experience with traditional marine engineering and shipboard equipment. The Program Support Manager will need to read and understand complex work specifications, diagrams, blueprints, technical manuals, test procedures, and NAVSEA Standard Items,  shipboard mechanical systems, and overall capability to read and understand drawings.    Must be knowledgeable of Project Management principles such as scheduling and work sequencing, risk management, performance management, earned value, and change management. Must be effective in scheduling and coordinating multiple resources such as labor, equipment, material, and subcontract support.  Must be capable of leading daily and weekly meetings with all stakeholders ranging from executive management to customers.  These meetings may include production meetings, weekly progress meetings, conferences, and formal reviews.  Employee should possess experience and skill sets that enable a seamless transition between the estimating and planning phase of the business to deck-plate execution phase. Employee should possess successful experience managing medium to large size Navy repair projects as well as singlehandedly leading estimating efforts for medium to large size proposals (>$1MM).  This position will also support technical proposals for submittals such as CMAV and larger proposals for SRAs which require a comprehensive technical narrative to demonstrate a thorough understanding of the work package Skills Required The ideal employee will also be capable of supporting the Scheduling Department for proposal schedules that are necessary to support various Government agencies such as the USCG. For post-award project planning and execution, this position will support in various capacities including significant pre-planning efforts. Because the company's project managers are commonly engaged in active execution when we win a new contract, we often find ourselves without an available PM upon contract award. Help fill that gap by providing pre-planning efforts and set up the executing PM for success. Efforts will include tasks such as material requisitioning, performing strategic make/buy analyses and subcontractor selection, and assisting with preparation of presentations for planning meetings such as WPERs or other Government-attended meetings. Provide oversight and support with change order pricing submittals and conducting negotiations with the Government. In that capacity, this position works cross functionally with the Contracts Department and the Project Manager. Education/Training/Certifications High School Degree or GED Additional Requirements At times, this position may also require the employee to report to Hawaii for extended durations and act as the Project Manager on ship repair availabilities such as a CMAVs or an SRAs. In these situations, if the employee is a remote employee, while in Hawaii, the employee would be provided reimbursement for travel and per diem expenses. During these This position is expected to spend the following percent of time on various tasks: Providing labor estimates in support of proposals: 25-50% Technical Proposal Development: 10-20% Change order pricing and contract negotiation settlements: 30-60% Scheduling support: 5-10% Pre-planning efforts: 15-25% Acting as a Project Manager: TBD depending on company workload
