*This position will receive a previously negotiated pay increase of 3.5% on July 1, 2024* The City of Novato is seeking energetic, organized and self-motivated applicants to fill the position of Management Analyst I/II. This recruitment will be used to create an eligibility list with a current opening in our Community Development Department . This position is open as both a promotional opportunity, as well as an open, external recruitment.

DISTINGUISHING CHARACTERISTICS
Management Analyst I: This is the entry level class in the Management Analyst series. This class is distinguished from the Management Analyst II by the performance of the more routine tasks and duties assigned to positions within the series. This class is typically used as a training class requiring only limited related work experience.
Management Analyst II:  This is the full journey level class within the Management Analyst series. Employees in this class are distinguished from the Management Analyst I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit assigned.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS -- Essential and other important responsibilities and duties may include, but are not limited to, the following: The following are examples of essential duties and responsibilities and are not intended to represent the full range of functions assigned to this position.
Typical duties may include: Participate in assigned administrative support functions, including the assigned budget and various specialized department programs. Participate in the development and implementation of operational and administrative programs, policies, and procedures. Participate in the preparation and administration of assigned budget(s) Maintain and monitor appropriate budgeting controls. Collect, compile, and analyze information from a variety of sources on specialized topics related to assigned department and programs. Prepare clear and concise reports which present and interpret data, identify alternatives as appropriate, and make and justify recommendations. Assist in the drafting and implementation of department policies and procedures. Serve as a liaison with public and private organizations, community groups and other related organizations. Review and respond to complaints and questions from the general public relating to assigned area of responsibility, review problems and recommend corrective actions, and prepare summary reports as required. Participate in special projects, including research and development of new programs and services, budget analysis and preparation, and feasibility analyses. Prepare and present reports and participate in a variety of department operations Prepare comprehensive technical records and reports pertaining to assigned area of responsibility. Conduct research and comprehensive data collection efforts to support analysis. Provide training in a variety of areas to department and City staff as required. QUALIFICATIONS INCLUDE : Education, Training, and Experience Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities is to possess:
Management Analyst I
The equivalent of a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field.  Sufficient administrative and analytical experience to obtain the required knowledge, skills, and abilities required. Experience working in a municipal or other public agency setting is desirable. Management Analyst II
The equivalent of a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field.  Sufficient number of years, typically two (2) or more, of increasingly responsible administrative and analytical experience to obtain the required knowledge, skills, and abilities required. Experience working in a municipal or other public agency setting is desirable. License/Certificates Possession of, or ability to obtain, a valid California driver's license and proof of automobile liability insurance as required by the position.
WORKING CONDITIONS Essential duties require the following physical skills and work environment: 
Physical Skills :  Able to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and to make public presentations; lift and carry up to 5lbs of files, and materials. 
Work Environment :  Mobility to work in a typical office and/or field setting. 
Ability to : Travel to different sites and locations; drive safely to different sites and locations; maintain a safe driving record; work protracted and irregular hours and evening meetings or off shift work for meeting attendance or participation in specific projects or programs; available for evening meetings.
SELECTION PROCESS It is important to complete all required application materials, including the supplemental questionnaire and any required additional documents. As a result of the selection process an eligibility list of qualified candidates will be established to fill current and future vacancies as long as the eligibility list remains active. Candidates who score the highest in the selection process will be required to pass a reference and background exam prior to receiving a conditional job offer. Candidates receiving a conditional offer of employment will be required to pass a pre-employment medical and drug screen examination prior to receiving a final job offer.
