As a financial specialist, you'll play a pivotal role in maintaining and calculating the Michigan Transportation Fund (MTF) and represent the Bureau of Finance and Administration to the rest of MDOT, the public, and other agencies. Your attention to detail will directly contribute to enhancing Michigan's structural systems. As the next financial specialist, you would be responsible for:


Serving as the liaison and specialist for Public Act (P.A.) 51 of 1951 (Act 51) requirements that impact counties. Reviewing Act 51 county financial reports as required by P.A. 51 of 1951 to ensure compliance with Act 51 requirements. Reconciling, reviewing, and preparing MTF financial statements, accounting reports, and SIGMA financial transactions for department management, other state agencies, the Michigan Legislature, and other internal/external stakeholders. Ensuring timely and accurate review of the Act 51 county financial reports, county non-compliance status, and resolve any non-compliance issues identified. Providing Act 51 support service to 83 counties, MDOT management, the Department of Treasury, Department of State, Accounting Service Center, legislature, the Governor's Office, the County Road Association, and other related stakeholder groups (i.e., accounting CPA firms). Calculating and reconciling monthly Act 51 distributions to 83 counties and 531 cities and villages from revenues collected by the departments of State and Treasury of more than $1.9 billion. Experience
Four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11 or one year equivalent to a Financial Analyst 12, Accountant 12, or Auditor 12.


Alternate Education and Experience Possession of a Certificate in Public Accounting (CPA) may be substituted for one year of Financial Analyst P11 experience.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.



Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.



Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year's Eve and Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.



Bonus Programs: Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.



Military Pay Differential: Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay.
