Project Homeless Connect Washington County (PHC) , a nonprofit serving those experiencing homelessness in Washington County, is seeking an individual passionate about serving the vulnerable in our community to join our team as our Day Center Manager. PHC serves the community of Washington County by providing a multifaceted approach towards serving those affected by homelessness. Our vision is to cooperatively develop a high quality, fully integrated system of services and support that responds to the needs of those struggling in our community. Our success depends on knowing everyone as individuals and meeting them where they are at. We know there are many complex reasons someone may be experiencing homelessness. We look to reduce the stress they endure and provide basic needs, and services through a variety of programs. We operate a Day Center, Housing Case Management team, Outreach Team, Temporary Emergency Shelters, and coordinate collaborative One Day Events that provide critical services.

Position Overview: The overall responsibility of the Program Director is to be a strong and compassionate leader who is an integral part of the PHC Leadership team and that will help to achieve PHC's
mission to empower young people to return to stability. The Program Director is responsible for all programmatic aspects of the organization, including team development, program management and program evaluation, communication, and facilitation.
Areas of responsibility include but are not limited to: Team Development Supervise 5-6 Program Managers (Housing, Access Center, Shelter, Outreach, Peer Support) Lead from behind and support program staff and senior leadership. Build team spirit and community intervene and address any challenges that are present. Commitment to and engagement in anti-racism work. This leadership position will be responsible for supporting implementation of organizational, team, and individual equity related goals. Cultivate PHC's unique culture among all of our program teams. Positively hold staff accountable to PHC mission, vision, and values. Support program teams in collaborating with other teams in the organization to understand each other's roles and work collaboratively together on projects and making decisions. Using a coaching mindset, provide leadership, support, and positive role modeling for program managers and program staff. Promote a team environment where participant needs and success are paramount. Prioritize client input on program changes. Co-create a work plan with each direct report so you know what support they need, and what training/development they need. Complete annual reviews clearly identifying strengths, areas of growth, and goals for the coming year. Program Design, Management & Evaluation Work with the leadership and program teams to create new programs at PHC as need and funding arises, including overseeing the creation of clear and transparent policy and procedure guidelines that are in alignment with PHC. Assist with the ongoing design and improvement, implementation, and staff training of our HMIS (Homeless Management Information System) database. Ensure timely and accurate data entry into program management databases for all programs. Support collection of qualitative and quantitative data for grant and contract reporting. Create monthly data reports to analyze trends and report to the PHC leadership team and reflect it back to the program teams so they can see the impact of their work. Reflect on and evaluate the success of programs, using both qualitative and quantitative data. Monitor all programs to ensure they are meeting their stated outcomes and following all PHC values and best practices, including anti-oppression & anti-racism practices. Represent PHC at system meetings and report back to the PHC Leadership Team about the successes, challenges, and ongoing work of the system. Ensure all files and program data entry should be maintained in an audit-ready manner. Communication & Effective Delegation Create systems of communication to ensure functioning programs. Engage in PHC's equity and anti-racist work at the full-staff, program-specific, and individual professional levels. Facilitation In alignment with PHC values and best practices, effectively delegate tasks to program managers and program staff, and support staff closely in learning new skills and projects. Work alongside staff to ensure they have the support they need for the new skills before they take autonomy in the new project areas. Participate in and occasionally lead staff and other meetings. Organizational Leadership Integral part of the executive team. The ideal candidate will be a thought partner to the Executive Director. Demonstrates commitment to ongoing equity and anti-racist work both personally and professionally. Operationalizes equity and anti-racist practices. High degree of emotional intelligence. A sense of humor. Serve as Member of PHC Staff: Adhere to all PHC staff procedures and policies. Must maintain the integrity of confidential communications or activities. Must maintain professional, courteous, and cooperative manner with all guests, other staff members and outside contacts as well as always demonstrate respect and a positive attitude toward guests and staff. Must be a team player, take initiative and be flexible in assisting others and to the best of the employee's ability, ensure accurate and timely work objectives. Other tasks as assigned. All tasks listed in staff guidelines and procedures. Skills and Qualification: Education: A bachelor's degree in education, human resources, organizational development, psychology, or a related field is often required or experience of more than 3 years in a similar role. Experience: 3 years of experience in leading programs for a non profit agency. This experience should include progressively responsible roles, preferably in a leadership capacity. Knowledge and Skills: Program Development: Ability to conceptualize, plan, and design effective programs that align with the organization's mission and objectives. This includes conducting needs assessments, setting program goals, and developing strategies for implementation. Strategic Planning: Capacity to develop and execute long-term strategic plans for program growth and impact, including identifying opportunities for expansion and adaptation to changing circumstances. Project Management: Proficiency in project management methodologies to ensure programs are delivered on time, within budget, and meet quality standards. This involves skills in planning, organizing, leading, and controlling resources to achieve specific goals. Budgeting and Financial Management: Understanding of budgeting principles and financial management practices specific to non-profit organizations, including grant management, budget development, and fiscal oversight. Monitoring and Evaluation: Knowledge of monitoring and evaluation techniques to assess program effectiveness, measure outcomes, and make data-informed decisions for program improvement and reporting to funders. Communication Skills: Strong written and verbal communication skills to articulate the organization's mission, goals, and impact to various audiences, including donors, stakeholders, and the public. Leadership and Team Management: Leadership abilities to inspire and motivate a team of staff and volunteers, foster a collaborative work environment, and delegate responsibilities effectively to achieve program objectives. Cultural Competency: Awareness of and sensitivity to cultural diversity, equity, and inclusion issues, with the ability to integrate these principles into program development and implementation. Technology Proficiency: Familiarity with relevant software and technology tools for program management, data analysis, communication, and reporting. Legal and Ethical Compliance: Knowledge of relevant laws, regulations, and ethical standards governing non-profit organizations, including compliance with reporting requirements and protection of participant privacy. Continuous Learning: Willingness to stay updated on best practices, emerging trends, and innovations in the field of non-profit management and program development through professional development opportunities and networking.
