PRIMARY PURPOSE: To provide instructional, administrative and managerial leadership in the implementation of Career and Technical Education Programs; to promote a positive working relationship, among and between staff and the schools, by establishing a climate conducive to open communication and productive work that will assist in the overall contribution to the District's students' academic achievement towards post-secondary and career preparedness.

QUALIFICATIONS: Education/Certification: Master's Degree in education, required
Texas Mid-Management, required
Supervisor's Certificate or Principal's Certificate, required

Special Knowledge/Skills: Communicate effectively (verbal and written); utilize effective interpersonal skills; interpret data, federal and state laws and policies; organize multiple and complex district wide projects, manage budgets and personnel; provide staff development in curriculum development process and program management

Experience: Three (3) years of experience as a classroom teacher, required
Experience as manager of local, state and federal budgets, preferred

MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS: Keep informed about current legislation, educational developments, literature and research in Career and Technology Education by participating in state and national professional organizations; attend appropriate conferences and staff development sessions; disseminate professional information and materials to the secondary schools. Manage administrative and fiscal functions responsibly through federal, state and local budget preparations and executions. Prepare Career and Technical Education budget and bids and monitor the subsequent expenditure of funds for reports to local and state offices. Recommend equipment updates, purchases and replacements; report equipment to appropriate departments for inventory control. Provide leadership in the development, review and update of curriculum and instructional tools and aides and encourage piloting of additional instructional programs. Coordinate the development review and updating of career and technical education curriculum documents and the implementation of district-wide CTE Curriculum and alignment, development and evaluation. Promote student success, attendance and safety, through the integration of academic and Career and Technical Education, (CTE) instruction. Assist principals and guidance counselors with student admission criteria and the advisement of instructors in CTE student/community relationships (i.e. prerequisites to CTE courses). Assist in the recruitment of certified and qualified instructors, in the evaluation process of CTE programs, and provide input as part of faculty evaluations (counselors, teachers, secretaries, aides). Encourage and promote the development of CTE student youth organizations; approve all cooperative training plans and heighten parent-student awareness of CTE instructional opportunities. Actively participate with the CTE local advisory council, Valley Workforce Alliance, RGV Lead Consortium, Inc. and post institutions of education to determine priorities and extent of training required for existing and potential employment opportunities. Cooperate with principals and personnel department in procurement, reassignment, selection and evaluation of career and technology education teachers and other Career Technical Education staff. Actively involve and encourage staff to participate in local, state and national vocational associations and conferences and assist in organizing staff development training programs for instructional and administrative personnel. Visit campuses to survey campus and principal needs; observe actual classroom teaching performance of teachers in order to gather data for program evaluation and refinement. Foster collaborative educational efforts among staff by supporting the district's philosophy and mission and its commitment to site-based shared decision making, serve as a resource person to campuses in making site-based decisions in the areas of Career and Technical Education staff and interdisciplinary instruction as requested. Keep the immediate supervisor informed of all projects or initiatives undertaken and of directives or requests received internally or externally. Examine the working climate of the Department of Career and Technical Education and its work with the schools; promote continuous enhancement of a climate conducive to open communication and productive work with schools and the department of Curriculum and Instruction. Follow McAllen ISD customer service standards. Perform other duties assigned by immediate supervisor (primary evaluator). SUPERVISORY RESPONSIBILITIES: Supervise and evaluate the performance of CTE bookkeeper, secretary, agriculture assistant, fixed assets clerk, and coordinator.

Daily Rate pay range: Minimum: $ 392.65
Maximum: $ 531.23

Note: Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.
