Job summary
The Contracts Manager - Federal Contracts and Compliance will oversee contract management for the Institute, specifically focusing on federal contracts and compliance.Responsibilities include overseeing the Institute's federal contracting process, pre- and post-award management, and compliance reporting.The Contracts Manager will also be responsible for contract administration, client relationship management, and identifying new business opportunities.

Responsibilities
• Oversee end-to-end contract management for the Institute• Manage daily operations for all federal contracts and compliance of the Office of Research Contracts (ORC)• Ensure efficient operations of the Institute's federal contracting process• Perform contract and subcontract administration according to policies and procedures• Develop proposals and implement project controls• Facilitate and manage effective internal and external client relationships• Analyze contractual risks and implement risk mitigation strategies• Research contract/new business opportunities• Perform all other related duties and tasks as required or assigned• Participate in and monitor LBRI's ongoing performance on federal contracts• Request contract modifications and work with Federal agencies on contract closeouts• Prepare regular and ad-hoc reports• Oversee external audits and prepare necessary governmental regulatory reports• Oversee daily operations of the LBRI Office of Research Contracts• Identify staffing needs and provide leadership and mentoring to all department staff• Work with Human Resources Department on performance evaluations, training, and staff development
Requirements
• Bachelor's degree in accounting, finance, business administration, or a related field• Minimum of 5+ years of research administration management experience• Minimum of 2 years of personnel management experience• Thorough understanding of contract and grant life cycles• In-depth knowledge of Federal Acquisition Regulation (FAR) and related regulations• Experience in researching, interpreting, and resolving funding, contract, and grant issues• Superior written and verbal communication skills• Excellent judgment, problem-solving, and decision-making skills• Ability to manage multiple complex tasks and projects simultaneously• High degree of professionalism, diplomacy, and discretion• Experience with Deltek CostPoint or similar system• Advanced experience with Microsoft Excel• Ability to learn other department-specific computer systems as needed
