Join our team of highly skilled Congressional Affairs / Congressional Notification Specialists to ensure compliance with the Arms Export Control Act (AECA) and the Departments of Defense and State policies. You will be part of the Congressional Notification team, handling foreign military sales packages that exceed significant dollar thresholds, ensuring that the various articles and services being sold to Congress are adequately and clearly described in each notification.

The significance of the work:
As a member of the ODRG team, you will play an essential role in enhancing the Defense Security Cooperation Agency (DSCA) in providing information to assist leadership in developing correspondence or response to congressional inquiries and preparing briefing materials for organizational leaders to be used when advocating for advancement of legislative priorities; and advocating organizational positions and priorities with congressional staff members.

What You'll Do:
The Congressional Affairs / Congressional Notification (CN) specialist develops CN packages to meet requirements for successful notification, such as identification of Major Defense Equipment and reviewing and editing policy justifications and sensitivity of technology statements to ensure compliance with the Arms Export Control Act (AECA) and DoD and State Department (DoS) policies. Adjudicates inconsistencies among coordinating agencies and drafts or redrafts compromise language. Responds to or, ensures responses are provided for substantive questions from DSCA, DoD, DoS, or Congressional sources related to major arms sales.

What we are looking for:
An ideal candidate will have experience in Ukrainian and Taiwanese foreign military sales and will have prepared agendas and supporting documentation for congressional briefings, as well as coordinated meetings and briefings logistically.

Responsibilities Include, but not limited to:
Log CNs submitted by the Implementing Agencies (IA) into the status listing, updating throughout processing.
Review incoming CN packages to ensure compliance with AECA requirements; accuracy; correct formatting; etc.
If non-compliant, return to IA with guidance on what changes are required before resubmittal.
Initiate a cover sheet to capture pertinent information and status.
Once DoS initiates a Tiered Review with Congress, create a CATMS action and build the formal notification package for Congress.
Route formal packages to the Front Office for signature and assign the task to the FO for action.
Create News Releases and gain approval from STO for those CNs requiring News Releases.
Schedule posting of News Release to DSCA's website with IM&T.
Deliver notifications to the required Committees' security officers for CNs requiring hand-delivery (classified).
Send email confirmation to IA and DSCA/IOPS/REX of notification and provide an electronic copy.
Prepare Federal Register packages (as required) and route for IOPS signatures.
Forward signed packages for publishing in the Federal Register.
Load notified CN information into DSAMS.
Close out action in CATMS.
Coordinates and the submission of statutorily required documents and other transmittals to Congress or other key external stakeholders.
Requirements:

Bachelor's degree in political science, foreign or international relations, national security studies, or a field directly related to the contract requirements.
Two (2) years performing congressional notification tracking, Foreign Military Sales (FMS), and program analyst duties.

Security Clearance Requirements:
This position requires you to have an active Secret Clearance. A government background investigation will be conducted on selected applicants to determine whether they qualify for access to classified information.
Compensation:
The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration: contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of ODRG's total compensation package for employees. It is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee. The pay band for this position is $100 - 150k.
