Total Compensation Estimator  Floodplain Compliance Coordinator Bureau of Mitigation State of Florida Division of Emergency Management This position is located in Tallahassee, FL The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities: This position will be responsible for planning and coordinating State Community Assistance Visits (CAVs) conducted by the Office of Floodplain Management staff to ensure communities are in compliance with the requirements of the National Flood Insurance Program (NFIP). In addition, this position will be responsible for the following:
Conduct CAVs to investigate and assess compliance with the NFIP and Florida Building Code (FBC). Conduct field assessments to monitor new development (structural and non-structural) in FEMA-designated flood zones. Hold individual meetings with community officials to review local floodplain management programs and identify/resolve any potential procedural concerns. Facilitate the State-led CAV program to ensure that each of Florida's 468 NFIP-participating communities are audited on a 5- to 7-year basis. Create annual schedule and objectives that ensure performance targets are met and/or exceeded each quarter. Review technical staff reports for accuracy and completeness and conduct quality control on written correspondence between the Office of Floodplain Management (OFM) and local communities. Oversee staff workload and delegate tasks appropriately. Present technical information to a wide range of stakeholders, including local Floodplain Administrators, building officials, planners, engineers, and surveyors. Perform assigned duties during Emergency Operations Center (EOC) activation in support of emergency response and recovery efforts. Perform other duties as assigned, including deployment for disaster events. Knowledge, Skills, and Abilities: Ability to travel for non-emergency purposes 15-20% of the time. Familiarity with or eagerness to learn 44 CFR 60.3. Familiarity with or eagerness to learn flood provisions in the Florida Building Code. Knowledge of effective public speaking techniques and utilization of presentation software. Ability to work in a team environment and independently. Ability to effectively establish goals, objectives, and priorities for long-term project planning needs. Ability to plan, organize, manage, and monitor staff work assignments. Ability to effectively communicate, orally and in writing, creating presentations, conducting trainings, writing reports and correspondence. Experience with project management preferred. Ability to organize and manage data. Proficient in Microsoft Office Suite. Minimum Qualifications: A Certified Floodplain Manager (CFM) certificate or the ability and willingness to obtain within six months of the hire date. Valid driver's license. Ability to travel up to 20% of the time. Preferred Qualifications: Public speaking skills. Experience planning and coordinating program work.
