The Chief Operations Officer (COO) is a lead member of the Perry Street leadership team. The ideal candidate is a visionary, strategist, and "doer" who works in service of the students of Perry Street Prep. The COO will be open to receive continuous direct coaching and mentoring to develop his/her/their skill sets across the multiple layers of the organization. As the COO, the candidate provides the leadership, management, and vision necessary to ensure the proper operational and financial controls, administrative and people systems to ensure operating and financial efficiency. The COO develops and directly manages the Human Resources Manager, the Technology Manager, the Director of Outreach and Out of School Time, the Facilities Manager, office staff, and health services alongside external partners. The COO and Principal both report to the Board of Trustees and collaborate closely to build an efficient and effective organization to ensure the compliance and success of Perry Street Prep. ESSENTIAL DUTIES AND RESPONSIBILITIES Operations and Compliance Supervise and lead school operations: data, enrollment, Student Information Systems (SIS) management, security, health services, human resources, National School Lunch Program (food services), Out of school time; Lead the school's business operations (e.g. business/liability insurance) and contract review and negotiation process with all vendors including procurement of resources and supplies and manage the school's relationship with the Community Purchasing Alliance; Supervise and lead all school safety matters: safety and emergency procedures and trainings, fire drills and emergency preparedness; annual safety compliance; licensing requirements; Serve as primary contact and lead for all legal and compliance matters for external and internal parties; Ensure school-wide compliance with health and safety laws, school immunization, charter contracts, state education mandates (including staff fingerprinting), teacher certification, ESEA requirements, and all federal and state workplace regulations, including fire drills and emergency planning; In coordination with the Principal, manage the relationship with the DC Public Charter School Board and staff and other regulatory agencies such as the Office of the State Superintendent of Education, including the compliance and performance monitoring and reporting; Lead the school's accreditation process to ensure full accreditation as required by law; Responsible for PCSB and OSSE data submissions and validations, PCSB policies implementation, Federal Civil Rights Data Collection; Ensure the organization complies with all local, state, and federal policies, laws, and regulations. Financial Management Lead the organizations financial strategy and vision; Design and maintain effective internal controls, policies and procedures that comply with applicable federal, state, and local regulatory laws as well as rules for financial and tax reporting; Oversee annual budget planning process for organization; Manage school budget within Board-approved financial parameters, reviewing monthly financial reports prepared by outside vendor to ensure organization hits financial targets and to adjust when mid-year variances are detected; Manage all financial processes including accounts payable, accounts receivable, general accounting functions, grant reporting, and regulatory reporting; Manage and process payment of all vendor invoices, effective management of the credit card program, monthly deposit process and payroll, effective coordination with accountant to produce monthly and annual financial reports, and staff training on organizational and financial procedures; Manage all fund development and grant writing and reporting ensuring compliance with all local and federal regulations; Ensure successful completion of annual audits, IRS filings, and other mandated financial reports; Support Board and contracted specialists in loan strategy and oversee asset management, including inventories of fixed assets; Manage capital and renovation projects as approved by the Board and in compliance with all procurement requirements in line with PCSB policies, state and federal law. Facilities Drive the school's vision for facility use and enhancements to support the academic program; Manage the school's facility overseeing all facility vendors and contracts to ensure facility meets the needs of the academic program, cleanliness, and compliance with all local, state, and federal requirements; Lead the school's partnerships with subleasors and the District of Columbia government and ensure annual compliance with all relative terms and conditions; Human Resources and Legal Supervise the school's Director of HR and and ensure all necessary policy creation, organized implementation, and support all staff issues; Lead all legal issues working with insurance and legal contractors in collaboration with the Director of HR. Information Technology Ensure the ongoing maintenance and updating of information systems and infrastructure, including hardware, software and applications; Oversee IT staff and external IT vendors; Oversee data management to ensure reporting internally and externally is streamlined and accurate; Lead annual Erate application, solicitation, and implementation of Category 1 and 2 funded projects; Manage the school's website, social media, and relevant technologies. Development Responsible for annual report and required PCSB/OSSE submissions; Lead grant writing and reporting for required and competitive government funding opportunities. Team Leadership Lead a cohesive team, including third party service providers, in the execution of all finance and operations functions, and in service to Perry Street stakeholders and mission; Manage direct reports and associated departments, including: IT Director, Director of Outreach and Out of School Time, Director of Human Resources; office and enrollment personnel; Manage contractors responsible for legal and other support services; Manage overall team capacity, professional development, and performance management to ensure that goals are met; Participate in Board meetings to report out on financial and operational updates. QUALIFICATIONS Bachelor's degree required, graduate degree preferred; Demonstrated passion for the mission, vision and values of Perry Street; comfort and willingness to actively participate in the school community; Possess an unwavering commitment to anti-racism, diversity, equity and inclusion, with an ability to model and foster an inclusive and respectful workplace; Willingness to work in service to the academic achievement and social/emotional growth of students first and foremost; Experience leading nonprofit and/or school finance and operations; Strategic problem-solver with the ability to turn data into insights and anticipate challenges and opportunities; Deep knowledge of general accounting procedures and experience leading the budgeting, forecasting, and cash flow management processes for an organization or school; Excellent track record of leading, managing, and developing high-performing teams; Strong organizational skills, ability to set up systems and processes to streamline operational functions; Excellent business writing, Excel, oral communication, and presentation skills; Ability to work under pressure and remain calm in the midst of many changing circumstances; Strong collaborator and team player and "can do" attitude.
