DESCRIPTION OF WORK


DEPARTMENT: Business & Collections Services, City of Rocky Mount


JOB SUMMARY: This position is responsible for managing the daily operations of the billing, key accounts representative, and field services within the Business & Collections Services department. ***THIS IS AN INTERNAL POSTING FOR CURRENT CITY OF ROCKY MOUNT EMPLOYEES ONLY***


JOB REQUIREMENTS

Manages field services activities, including utility service activation, non-pay account disconnections, utility meter reading, inventory control, and vehicle fleet. Manage daily operations and expenses associated with vehicle fleet. Provide periodic field site management, route inspections, and enforce OSHA safety regulations. Promptly respond to citizen complaints, resolve appropriately, promoting positive customer relations. Complete and maintain accurate records documenting materials and equipment used on jobs and division work activity. Maintains up to date knowledge of industry trends and innovations. Receive, compile and enter work activity records into the electronic records system Performs work during emergency or disaster situations upon request and as assigned Evaluates staff development and performance; provides employee training, coaching and counseling. Provides employee discipline as needed. Assists with the recruitment and selection of assigned personnel. Manages utility billing activities, including the timely and accurate billing of accounts and the prompt processing of corrections and adjustments. Receives, investigates, and resolves complex system issues, customer complaints, inquires, and problems. Prepares, monitors, and manages the divisions budgetary needs. Interacts with other divisions and departments to resolve problems, improve services, and maintain good working relationships. Adequate technical knowledge required within Business and Collections Services in order to have effective working IT relationship. Primary support for scheduling upgrades, installs and submission requests for new technology. MINIMUM QUALIFICATIONS Knowledge and level of competency commonly associated with the completion of a baccalaureate degree (highly preferred) or relevant work experience related to the occupational field Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience ***THIS IS AN INTERNAL POSTING FOR CURRENT CITY OF ROCKY MOUNT EMPLOYEES ONLY***
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS Knowledge of utility business operations and rate structures. Knowledge of utility field operations. Knowledge of utility billing practices. Knowledge of basic accounting principles. Knowledge of customer service principles. Knowledge of field routes, services and investigations Skill in the management and supervision of personnel. Skill in analyzing problems and identifying solutions. Skill in preparing clear and accurate reports. Skill in establishing cooperative and productive working relationships. Skill in evaluating and establishing written policies and procedures. Skill in setting priorities for competing projects. Skill in performing mathematical calculations. Skill in technology; operating computers; software, and other standard office equipment Skill in interpersonal relations. Skill in oral and written communication. SUPERVISORY CONTROLS: The Director of Business and Collections Services assigns work in terms of goals and objectives. The work is reviewed through conferences, reports, and observation of business operations of Field Services, Key Accounts, and Billing activities.


GUIDELINES: Guidelines include City administrative policy; City personnel policy; OSHA regulations; fair credit standards; state general statutes; state Utilities Commission guidelines; and FCC regulations. These guidelines require judgment, selection, and interpretation in application. This position develops business operational guidelines in support of Business and Collections Services Department areas of billing, field services and key accounts.


COMPLEXITY: The work consists of varied duties in the management of the Business Operations within Business and Collections Services. Strict regulations, high work volume, dissatisfied customers, and other difficulties associated with utility billing, software, and field services for utilities may contribute to the complexity of the work.


SCOPE AND EFFECT: The purpose of this position is to manage Field Services, Utility Billing and Key Accounts within the Business and Collections Services Department. Success in this position results in accurate and timely billing, field service support activities and exceptional technical ability.


PERSONAL CONTACTS: Contacts are typically with other City personnel, customers, City management, elected and appointed officials, attorneys, vendors, and members of the general public.


PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, motivate and influence persons, and justify or settle matters.


PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects and occasional onsite management/review of field work. The work generally requires extended use of a computer.


WORK ENVIRONMENT: The work is typically performed in an office.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Field Services Supervisor (1), Utility Billing Supervisor (1) and Key Accounts Representative (1). ***THIS IS AN INTERNAL POSTING FOR CURRENT CITY OF ROCKY MOUNT EMPLOYEES ONLY***
