Position Summary Assist the Building Official with the implementation of department programs and services. This includes managing day-to-day construction activities related to concession projects, timely review and processing of permit applications, conducting plan reviews and field inspections, interpreting building codes and MAC Standards, responding to MAC staff and public inquiries, and ensuring permits and records are prepared and maintained timely and accurately.

Position Description Assist the Building Official with the implementation of department/division goals and objectives Partner with MAC Finance to complete the monthly analysis of SAC summary reports and collect SAC payments. Coordinate with the MAC finance department to ensure permit fees are collected and processed according to established accounting procedures. Use PIMS software to issue permits, record inspection data, and generate reports. Respond to questions and concerns; provide information regarding the state building code and MAC Construction and Design Standards. Exercise independence and initiative in the administration of assigned construction related projects and in setting and meeting daily and weekly work objectives. Maintain knowledge of codes, ordinances, policies and procedures. Maintain current status of all required licenses and/or certificates. This involves researching available training options and directing training requests to the Building Official. Complete all other duties as assigned. Construction Coordination Develop and maintain effective tenant and construction relationships and ensure tenant build out projects remain on schedule and within approved plans. Resolve issues between management, tenants, design professionals and construction personnel during the construction process. Assist with site inspections of concessions projects to ensure construction is per the approved plans and projects remain on schedule. Review project scope and schedule with MAC staff, tenant representatives, design professionals and other stakeholders prior to the start of construction. Building Inspection Review permit applications and plans to ensure that all necessary materials are submitted and processed in an organized and timely fashion. Review proposed plans for commercial and industrial structures, identify necessary plan corrections and discuss changes with permit applicants and design professionals to ensure proposed plans are compliant with building codes, MAC Standards, ordinances, and zoning rules and regulations. Verify all applicable conditions and requirements of approval have been satisfied prior to issuance of permits. Coordinate the processing and approval of applications, calculation of fees, and the issuance of permits with the Building Official. Ensure application materials, plans, and files are maintained in a current and orderly fashion. Provide interpretation of Minnesota building codes and MAC standards to MAC staff, contractors and the general public in a prompt, positive, and courteous manner. Meet with architects, engineers, consultants, and developers to clarify code requirements for the use of construction materials, design, and methods of construction. Attend construction meetings to present and explain permit and inspection requirements and procedures. Keep Building Official and MAC staff informed of public inquiries and requests that relate to their areas of responsibility. Conduct field inspections to ensure building codes, regulations and MAC Standards are met. Provide written report of plan review findings to the Building Official. Represent Building Official at meetings when needed. Investigate building code and ordinance complaints; initiate appropriate action to resolve violations. Keep abreast of new materials, equipment, practices, and new or changing codes to ensure a thorough understanding of the building industry and the effective and fair administration of codes. Maintain research and reference materials to ensure they are current, orderly, and easily accessible. Building Official Limited or Class I Building Inspector Certification or equivalent ICC certification Two years of experience performing building code inspections. Certified Building Official license or ability to acquire the certification within 6 months from start date. Working knowledge of State Building Codes. Ability to effectively communicate complex information such as Building Codes and MAC Standards to a non-technical audience. Demonstrated ability to develop and maintain positive and effective working relationships with the general public, contractors, architects, and other employees. Possession of valid state-issued driver's license. Ability to safely move about on construction worksites. DESIRABLE REQUIREMENTS Experience in a Municipal Building Inspection Department or equivalent experience from a construction firm, architectural or engineering office, or construction administration firm. Experience with automated permit-tracking software. Experience with commercial building codes and construction. Experience with sustainable building practices. Permit technician experience. Experience performing commercial building code inspections. Five years of commercial construction management. Familiarity with MAC ordinances and enforcement procedures.
