Job Description and Duties Under general direction of the Office Chief, Classification & Hiring Services, the Staff Services Manager I supervises a team of  analytical staff to ensure excellent customer service to managers and supervisors on current personnel issues, policy and  procedure changes, policy implementation , and classification & hiring related matters. Incumbent will also need to  travel to offices and field locations throughout California.
Supervises and provides guidance/direction to staff when advising managers and supervisors on hiring  and classification matters. The goal is to define issues clearly and develop a range of alternatives and a  variety of appropriate solutions. Topics can include; return to work, proposed reorganizations, exam  needs, and classification issues. Ensure subordinate staff are properly trained, knowledgeable and skilled  in; determining the correct classification of all positions to be certified if needed; performing desk audits to  ensure proper level and kind of duties; appointing persons to positions by preparing necessary documents  and appointment. Working Conditions This position is being advertised in both Sacramento and Yuba County. Please note that there is only one position available. You will need to apply to either one of the job controls to be considered for the position. (Sacramento County JC-411538, Yuba County JC-411549).  Travel may be required between Sacramento and Marysville; 1-2 days per week.
This is a Limited Term position which may be extended to 24 months or become permanent.  While at their base of operation, employees will work in a climate-controlled office under artificial lighting. Employee will also need to travel to offices and field locations throughout California.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Special Requirements Possessionof a valid driver's license is required when operating a state owned or leasedvehicle. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Strong knowledge of the California Department of Human Resources, State Personnel Board, Memorandum of Understandings (MOU), and civil service rules, laws, and regulations governing hiring processes. Prior supervisory experience. 2+ years of experience in human resources, specifically, classification and pay/hiring in a personnel or human resources office. Ability to work in a fast-paced environment. Ability to work under pressure with changing priorities, and to coordinate multiple tasks efficiently and independently to meet deadlines. Ability to work independently and with others along with the ability to guide and train staff Strong organizational skills, and the ability to set priorities, manage multiple projects, and meet deadlines within challenging time constraints. Experience analyzing, interpreting, and applying personnel laws, policies, and processes. Strong verbal and written communication skills. Ability to display good judgment, tact, and diplomacy. Proficient computer skills and knowledge of software, including but not limited to: Microsoft Word, Adobe Pro, Microsoft Excel, Power Point, and Outlook.
