Full job description Duties Gathers and analyzes financial and other information concerning the institution; coordinates on-site bidder due diligence and meetings with key bank managers; Analyzes, reconciles and understands highly complex failing bank general ledger accounts and conveys complex failing bank operational specifics to appropriate parties; Analyzes call report data, other publicly available information and confidential supervisory information such as bank examination reports; Markets financial institutions, loans, subsidiaries, business lines and other assets and liabilities, including the review and analysis of the assets, to determine appropriate pool structure designed to enhance market interest; Reviews the valuation of failing bank loans, owned real estate, lease financing receivables, reverse mortgages, subsidiary-held assets and servicing rights assets. Requirements Conditions of Employment The candidate selected will be offered a time limited appointment not-to-exceed two years, which may be extended to a maximum of seven years based on workload requirements and organizational staffing authorizations.

Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here.
To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized experience is defined as experience marketing assets, which includes analyzing the institution's asset/liability to determine appropriate transaction structure, and compiling and analyzing data pertaining to financial institution's operations and bank asset valuation.
Education There is no substitution of education for the experience for this position.

If electing the Remote Work Option, the duty location is set using the selectee's primary residence, which must be in the continental United States. Locality pay will be based on the location of the selectee's primary residence.
The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 16.82% to a high of 51.75%. Knowledge of bank operations, general ledger detail and reconciliation to manage due diligence activity. Knowledge of bank regulatory structure and banking regulation for troubled financial institutions, and standard sale agreements. Ability to communicate orally to develop and present marketing strategic concepts to senior management. Ability to communicate in writing. Ability to evaluate credit quality and potential asset recovery utilizing financial analysis techniques and key assumptions such as discount rates, probability of default, loss given default, foreclosure triggers, Loan to Value (LTV) and Debt Service Coverage Ratio (DSCR). Ability to assess market conditions and determine impact on asset values; manipulate loan data files and deliverables You do not need to respond separately to these KSAs.
